DUTIES: 	The position is a primary resource to Forest Line
Officers and their staffs to developing, maintaining positive on-going
working relationships with federally and non-federally recognized Indian
tribes located on or adjacent to the Modoc National Forest in Region 5.
The Tribal Relations Specialist position based on the Plumas NF also
serves the Lassen NF in the same capacity.     
 
	The Tribal Relations Specialist (TRS) serves as a liaison
between Forest Service and respective tribes, organizations while
providing leadership for the development and implementation of Tribal
Government relationship strategies and action items. He/she will utilize
all forms of communication skills to inform, explain, recommend, and
analyze actions pertaining to tribal issues and implications through
on-going communications with local, regional level tribes, organizations
and communities located on or near the Modoc, Lassen and Plumas NF. The
TRS assists the line officers with the federal government requirements
for government-to-government consultation, and to fulfill the Federal
trust responsibility. 

	The incumbent coordinates activities for the Supervisor’s
Office, District Rangers and their staff such as cultural resources,
wildlife, fisheries, water quality, sacred sites, and traditional
cultural property management including the coordination of the Medicine
Lake Highlands Program (Modoc NF). He/she maintains open communications
between members of the Modoc, Lassen, and Plumas NF and the various
Indian Tribes, bands Rancherias, and American Indian organizations. The
incumbent informs tribes, tribal members, agencies, organizations, and
the public of Forest Service activities, programs, and assists Forest
Supervisors, District Rangers, and staff with analysis, recommendations
relevant to Forest Plans, NEPA documentation, established working
protocols, and consultation guidelines associated with tribal government
relationships.

	Additionally, the TRS must be skilled in leadership, planning,
organizing, coordinating, managing programs, problem-solving,
research/analysis, and decision-making processes. These skills coupled
with the general knowledge of applied forestry practices, land resource
characteristics and values are invaluable to ensure a positive
relationship with all aspects of tribal communications and working
relationships. 

DUTY 
LOCATIONS: The Modoc NF Supervisor’s office is located is Alturas,
CA, which has a population of 3000, and is the county seat of Modoc
County. Alturas is a full service community with a hospital, doctors,
public schools, businesses, and recreational facilities. The cost of
living is reasonable. Home costs range from $100,000 to $250,000.
Rentals for 2-3 bedrooms are approximately $300-$500. The public school
system provides instruction for grades K-12 and offers numerous
extra-curricular activities. Additionally, the Lassen College Extension
Office offers a variety of night courses. Alturas also has various
churches representing many denominations.

The other duty location is the Plumas NF Supervisor’s Office in
Quincy, CA, which is the Plumas County seat and has a population of
approximately 5,000. Quincy is located at an elevation of 3400 feet in a
small mountain valley in the northeastern Sierra Nevada. Area vegetation
is typically mixed conifer. The year-round county population is
approximately 25,000. Local community services include: a hospital, a
limited service airport, a public library, a theatre, a junior college,
a high school, two public elementary schools, one private elementary
school, a variety of churches, two supermarkets, a bowling alley, a
public pool, a health club, and numerous restaurants and motels.
