INTRODUCTION
The City of Ashland is requesting proposals from qualified
professional
firms or individuals to revise and expand our existing Historic
District
Design Standards to bring the standards in line with the Secretary of
the Interior’s Standards for Rehabilitation and to provide greater
internal consistency between the Historic District Design Standards
and
our other Site Design and Use Standards.
PROJECT STATEMENT
In 2008, the City of Ashland adopted a Historic Preservation Plan for
the period of 2009-2018 to provide a strategic roadmap for
implementing
preservation related projects in Ashland. Included within that Plan is
an identification and prioritization of upcoming projects. One of the
first priority projects identified is the establishment of more
detailed
rehabilitation and remodel standards for residential projects within
Ashland’s historic districts.
Ashland’s current “Historic District Development” standards,
found in Section IV of our Site Design and Use Standards handbook,
contain eleven design standards identified in Section IV B for
rehabilitation and ten standards in Section IV C relating primarily to
new additions and new construction. These current standards are
generally most useful for the review of residential projects within
the
historic districts. However, it has been noted that occasionally some
of
these standards conflict with the standards for commercial development
within Section VI, the Downtown Ashland section of the Site Design and

Use Standards, and that some of the Standards in Section IV-B conflict
with or contradict the Secretary of the Interior’s Standards for
Rehabilitation.
The scope of the project will involve facilitating an initial work
session with the Historic Commission to review the current Historic
District Development Standards’ “Rehabilitation and Remodel
Standards” and “Historic District Design Standards” and evaluate
these standards for consistency with both the Secretary of the
Interior’s Standards for Rehabilitation, and with other City codes
and standards and to discuss residential design standard revisions and
related elements such as acceptable building materials; the
development
of a revised standards document with supporting graphics and/or
educational materials such as brochures or hand-outs; and attendance
at
three to five public meetings (up to two meetings before the Historic
Commission, up to two meetings before the Planning Commission, and one
meeting before the City Council) leading to the adoption of the
revisions to the standards.
The successful proposer will work under the direction of the Director
of Community Development or designated project manager to develop
revisions to the existing standards. The key personnel assigned to the
project must be available to manage and oversee the project to
completion, and all project-related work is to be completed no later
than August 15, 2011.
The successful proposer will be selected based upon the proposed
costs,
experience of key personnel assigned to this project and their ability
to meet the Secretary of the Interior’s Historic Preservation
Professional Qualification Standards and Oregon state policies (see

proven track record of success with similar projects. Overall, the
project scope will include conducting the necessary public meetings
and
developing revised standards, supporting graphics, and/or educational
materials for adoption by the City of Ashland.
PROPOSAL REQUIREMENTS
Proposals are due by 4:30 PM, Thursday, December 30, 2010. There are
three options for submitting a proposal:

Hand Deliver - Submittals must be received and date-stamped at the
Community Development front counter no later than 4:30 p.m. on
Thursday,
December 30, 2010. The Community Development Department is located at

Mail - Must be postmarked and received before 4:30 p.m. on Thursday,
