Position Overview:
This full-time contract Archaeologist position will be working with the client's project environmental leads for fish and wildlife conservation projects, as well as transmission system operations and maintenance and new construction activities.  The primary purpose of this position is to provide professional knowledge in the inventory, evaluation, protection and management of prehistoric and historic resources. This position is located in the Environmental Planning and Analysis (KEC) organization at client headquarters in Portland, Oregon.

Position Responsibilities include but not limited to:
*         Independently conduct background research, field inventories (including subsurface testing) and generate reports that meet the expectations of various state historic preservation offices, tribal historic preservations offices and other consulting parties.
*         Evaluate cultural resources for eligibility for inclusion in the National Register of Historic Places in accordance with regulations implementing the National Historic preservations Act (NEPA), including development of documents for consultation with State and Tribal Historic Preservation Offices and other interested parties.
*         Participate as a team member in preparing NEPA documents (i.e., drafting or reviewing relevant reports and sections of NEPA documents), identifying special cultural resource considerations and potential impacts.
*         May prepare and review cultural resource management plans and projects, recommending specific actions needed for long term cultural resource protection, including priorities, costs and schedules.
*         Provide expertise on compliance with federal cultural resources laws, their associated regulations, utility and federal policies and guidelines, including Department of Energy (DOE) tribal policies and guidance.
*         Advise on compliance with relevant statutes including the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), the Archaeological Resources Protection Act (ARPA), the American Indian Religious Freedom Act (AIRFA) and NEPA.


Position Requirements:
Education/Experience:
*         Bachelor of Science in Archaeology, Anthropology or directly-related field is required.
*         5 - 9 years work experience in professional experience or equivalent specialized training in archaeological research, administration or management is required.
o   A professional in prehistoric archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the prehistoric period.
o   A professional in historic archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the historic period.
*         At least 6 months of supervised field and analytic experience in Columbia River Basin archaeology is required.
*         Experience with Microsoft Office Suite Software (MS Word, Access, PowerPoint, Excel, Outlook); (MS Office 2010 proficiency required)


General Requirements:
*         Exceptional writing skills required.
*         Experience in implementing regulations.
*         Demonstrated ability to carry research to completion.
*         Proven experience or familiarity with evaluating cultural resource effects of fish and wildlife conservation projects (e.g. habitat enhancement and restoration activities, irrigation screening, etc.) is desired but not required.
*         Proven knowledge of the National Historic Preservation Act (NHPA); demonstrated experience and/or knowledge with section 106 of the National Historic Preservation Act
*         Familiarity with the Native American Graves Protection and Repatriation Act (NAGPRA) and American Indian Religious Freedom Act (AIRFA) and NEPA.
*         Demonstrated knowledge of the Archaeological Resources Protection Act (ARPA)
*         Knowledge of transmission system infrastructure is desired
*         Ability to transmit information effectively, to present and describe issues clearly and concisely.
*         Ability to pay close attention to detail, and be able to interface and communicate with various professional personnel and management and maintain good client relations.
*         Ability to balance and prioritize numerous projects simultaneously.

Additional Requirements:
*         This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
*         Travel may be required to field locations (up to 25%)
*         Overtime is anticipated (up to 10%)
*         RSA token shall only be utilized when conducting work directly related to the API. Any other work is unauthorized. Contract worker is responsible for the safe-keeping of the client issued RSA Token at all times.  If the RSA Token is lost or compromised, immediately contact the COTR.  All information associated with the work performed offsite must be maintained in the client network environment.  No client information shall be allowed to be transmitted, stored, and created, etc., on the contract worker's personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.
*         The selected candidate will be required to sign a client Non-Disclosure Agreement (NDA) as a condition of the contract assignment.

*         A valid State driver license is required.
*         1st Aid/AED/CPR certification is required.
*         Personal Protection equipment (PPE) as noted:
*         White hard hat
*         Safety vest
*         Hand protection (work gloves);
*         ASTM F2413-11, Class 75 EH rated footwear with over the ankle lace up and rigid sole and heel;
*         Additional PPE required by State or Federal OSHA for the work to be performed
*         Position requires work in and around energized facilities; must acquire and retain the appropriate level client Access Permit (see Page 3)
*         Performance Expectations:
*         Become familiar with and follow the safety practices of the client Accident Prevention Manual.
*         Carry out assigned tasks with a professional demeanor reflected in excellent written and verbal communication skills, listening skills, patience, reasoning and problem solving.








Non-Electrical Worker Permit

Non-Electrical Worker Permit
This permit allows unescorted access into, out of and movement within energized facilities to perform predefined work not affecting the electrical operation of the power system by persons who have received appropriate instructions and training, and have demonstrated a level of understanding necessary to safely move about within energized facilities.

Examples: Facility Maintenance Workers, Painters, Carpenters, Truck Drivers, Heavy Mobile Equipment Mechanics, and Environmental Specialists

The minimum requirements for this permit are:
*         Verified need to perform non-electrical duties in or around energized facilities
*         Knowledge and understanding of the client Rules of Conduct Handbook, parts 1 and 2.
*         NERC-CIP training.

Minimum rules governing the conduct of the permit holder while in energized facilities:
*         Allows unescorted access and movement for performance of predefined work not affecting the electrical operation of the power system up to the applicable Minimum Approach Distance (MAD).
*         Work involving the possibility of inadvertent contact with high voltage parts or the violation of MAD must be performed under the direct, on-site supervision of a qualified electrical worker.
*         Adhere to all safety requirements and substation security policies as provided by the Rules of Conduct Handbook, parts1 and 2.

To obtain or renew this permit:
*         The applicant is required to know and understand the Rules of Conduct Handbook, parts 1 and 2. The applicant must schedule the Non Electrical Worker Permit Exam with a District Chief Substation Operator or designee who will administer the permit examination.
*         The applicant is required to schedule the Substation Electrical Hazard Awareness Tour (SEHAT) with a district chief substation operator or designee who will conduct the tour.
*         Complete an Application for Energized Facilities Permit form 6500.11e. The form must be signed by the Substation Operations-approved responsible work group manager, the Supplemental Labor Management Office COTR, and sent to the Substation Operations Group for verification and processing.
*         The Substation Operations Group, (TOZ), will review and verify the submitted information.
