The primary purpose of this position is to provide professional cultural resources services to Oregon Parks and Recreation Department (OPRD) as needed.  This position will primarily serve as an Archaeologist responsible for ensuring regulatory compliance for cultural resources work for the OPRD, working primarily in the Mountain Region. Serve as a technical expert in the field of Archaeology for OPRD on behalf of the ODOT.  Consult with OPRD staff on project implementation, and be responsible for conducting OPRD's internal project considerations process. This position will also be responsible for directing and overseeing the work of consulting partners for projects in the Mountain Region, performing fieldwork, and working with the OPRD Cultural Resources Team to develop policies, procedures, and tools to protect and manage cultural and archaeological resources.

Additional Information:
*         This announcement will remain open until filled. *         This is a Limited Duration appointment that will/is expected to end on or before June 30, 2017. Limited Duration appointments are regular status, benefits eligible, with a designated maximum length of service. Note: A Rotational Assignment will be considered for current State of Oregon employees in a permanent position. Work out of class may be considered for an employee who meets the minimum qualifications of the Environmental Program Coordinator 3 classification. You must have your supervisor's approval prior to applying for a rotational assignment.

*         Must have and maintain a valid driver license and an acceptable driving record.
Duties & Responsibilities

Provide professional cultural resources services to OPRD as needed.  This position will be responsible for ensuring regulatory compliance for cultural resources management work, working in the Mountain Region. Serve as a technical expert in the field of Archaeology for OPRD on behalf of the ODOT.  Consult with OPRD staff on project implementation, and be responsible for conducting OPRD's internal project considerations process. This position will also be responsible for directing and overseeing the work of consulting partners for projects in the Mountain Region, performing fieldwork, and working with the OPRD Cultural Resources Team to develop policies, procedures, and tools to protect and manage cultural and archaeological resources. The Archaeologist must maintain full knowledge, understanding and experience with all local, state and federal cultural resource laws and be able to advise management, staff and consultants on all aspects of those laws. This position requires that the person meet the Secretary of the Interior's Professional Qualifications Standards of 36 CRF Part 61 Appendix A in the field of archaeology, and meet the requirements under ORS 390.235 as a "qualified archaeologist".

This work includes knowledge of developing project scopes for work, for conducting research and analysis, and the preparation of reports for compliance of laws and regulations.  Often the job will include the planning and design of mitigation measures and their subsequent coordination and completion.  This position provides quality control of technical cultural resources documentation prepared by or for OPRD to comply with federal, state, and local laws and regulations permit applications, and various legal findings.  This position supports OPRD management with Government-to-Government Relations with American Indian Tribes Program in Oregon, and provides training to OPRD managers and technical staff on maintaining sovereign governmental relationships with the nine Federally-recognized Tribes of Oregon. In addition, this position also works directly with out- of- state federally recognized Tribes on a project-by-project basis.

Working Conditions:
About 40% of the working time is spent in an office environment, typically including processing information collected in the field and preparing project plans, contracts, presentations, and procedure manuals. About 45% of the working time is spent working outdoors - often in rough terrain, and inclement weather conditions. This outdoor activity will include archaeological survey and excavations.  About 15% of the time is spent traveling to work sites throughout the Region and State. Frequently interacts with the public. Often works alone, within phone or radio communication. May work irregular shifts (split, evenings, weekends, holidays) and overtime. May travel overnight to parks, headquarters, or other agency facilities for training and meetings. May be exposed to environmental and chemical hazards, allergens, and odors standard to area of assignment. Uses appropriate safety and personal protective equipment and follows established safety policies, practices and procedures.
Qualifications, Required & Requested Skills

1.       Describe your experience and knowledge working with federal and State of Oregon laws pertaining to cultural resources management.
2.       Describe your experience, writing, reviewing and commenting on cultural resource technical reports to ensure Agency compliance. Please include how you communicated those findings or recommendations to others within your Agency as well as customers, noting how you handled challenges, conflicts or differences in opinion.
3.       Describe your experience working with the regulatory community, Tribes and Local Governments and any experience you may have negotiating mitigation and resolving conflict.

Minimum Qualifications
A Master's Degree in Archaeology or Anthropology or closely related field (meeting the Secretary of Interior Standards for Archaeology),
AND
4 years of professional experience. Note: Must be considered a "qualified archaeologist" under ORS 390.235.
Three years of experience in Cultural Resources. At least one years of experience must be at a technical or professional level performing activities such as researching and analyzing archaeology data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities
Specific experience in the following areas:
*         Conducting tribal consultation
*         Independently accessing and conducting archaeological research at the Oregon State Historic Preservation Office
*         Working with federal and State of Oregon laws pertaining to cultural resources management
*         Developing, negotiating, reviewing, and managing scopes of work and budgets for archaeology evaluations.
*         Writing archaeology technical reports and/or cultural resources reports.
*         GIS experience
*Preference may be given to candidates with the experience negotiating mitigation (avoiding, minimizing, and compensating for impacts to cultural resources) and/or experience with Central Oregon Archaeology.*
