The Umpqua National Forest is outreaching for a full-time, permanent Archeologist position (GS-0193-09).

INTRODUCTION

The Umpqua National Forest will be seeking to fill an Archeologist position at the GS-0193-09 level. Please see the "Contact Information" section at the bottom of this notice for information on how to express interest in the position.



MAJOR DUTIES

Program Planning

The program is seeking an individual that works well in a team environment.  The Heritage Program Manager supervises the archeologist position that provides support to other program areas such as timber, recreation, fire, wildlife, and the lands/minerals program. This support involves determining whether proposed activities have the potential to affect historic properties, identifying appropriate mitigation measures, and documenting anticipated effects in written Section 106 reports. The selected individual may serve as an interdisciplinary team member on a variety of projects planned in accordance with the National Environmental Policy Act.



Field Work

The incumbent conducts pedestrian surveys and helps implement projects on the ground; identifying, recording, and marking sites in the field are part of the duties. Conducts site monitoring to determine whether adverse effects have occurred to sites that are eligible to the National Register of Historic Places.



Data Management
Additional duties include collecting spatial data using a Trimble (GPS) navigation system and/or a Samsung IV tablet to input field data and record cultural resource sites.  The archeologist inputs data into the Forest's GIS and tabular databases for archaeological site and survey projects using the Heritage Modules in the I-Web Natural Resource Manager (INFRA).

We are seeking applicants with strong verbal, written, and analytical skills. Experience with all Microsoft programs, INFRA, and ArcMap is important.

Forest Information
The Umpqua National Forest covers nearly a million acres along the western slopes of the Cascade Mountains in Southwest Oregon. The Forest encompasses a diverse area of sparkling rivers and lakes, deep canyons, and rugged mountains up to 9,200 feet in elevation. The Umpqua NF produces a wealth of water resources, timber, wildlife, fish, minerals, and outdoor recreation opportunities.  Included within the Forest are the North Umpqua Wild and Scenic River, a portion of the Rogue-Umpqua Scenic Byway, three designated wilderness areas, and the Oregon Cascades Recreation Area.  Also within the Umpqua National Forest is the Diamond Lake Recreation Composite, one of the largest developed [Recreational] recreational facilities within the Forest Service.



[Roseburg]The Umpqua National Forest employs approximately 170 permanent and 100 temporary employees.  The Forest has four ranger districts (located in the communities of Cottage Grove, Glide, Toketee, and Tiller) and the Dorena Genetic Resource Center, which supports genetic resource and vegetation management programs for Oregon and Washington. The Forest also provides administrative and engineering assistance to the Wolf Creek Civilian Conservation Corps Center located near Glide.



About the Community
Roseburg is a full-service community, with a population of 21,600 people within the city limits and a total population of 50,000 to 60,000 within a 20-mile service area.  It is located 65 miles south of Eugene on Interstate 5. The city is near the confluence of the South Umpqua and North Umpqua rivers, at an elevation of 465 feet.   Roseburg is the county seat for Douglas County. Once the self-proclaimed "Timber Capital of the World", the economy of the surrounding community has diversified over the past decade. The wood products industry has expanded to include other light manufacturing and service industries such as electrical equipment, recreational boats, aluminum power cable, and wholesale book distribution. Other major employment is provided by the medical, tourism, government, and service sectors.

One modern full-service hospital is available in Roseburg, with over 100 beds. There is also a large Veterans Administration Medical Center.  The Roseburg School District has one high school (grades 9-12), two junior highs (grades 6-8), and eight elementary schools. The community features five private parochial schools and Umpqua Community College, a two-year vocational and technical school with an adult continuing education program.
Climate
Roseburg has a moderate climate with four distinct seasons.  Average temperature in summer is 66 °F with highs to 100 °F, while average temperature in winter is 44 °F with occasional frost, but very little snow during December, January and February.  The average annual precipitation is 35 inches.  Roseburg, influenced by coastal weather has one of the longest growing seasons in Oregon.
Housing
The market features many houses for sale and rent.  Housing prices are average for Oregon.  An average single family house rents for $900 to $1500 monthly.  A typical newer 1,500 to 1,800 square-foot three bedroom house on a city lot sells in the range of $150,000 to $270,000, depending upon the neighborhood, and age and quality of the house.

Recreational Opportunities
Recreation opportunities are many in the "100 Valleys of the Umpqua". Roseburg offers a large, active youth and adult community sports program, including softball, baseball, soccer, etc. Four miles from Roseburg is the Roseburg Golf and Country Club, an 18-hole course.  Public golf courses are located within the city, in Sutherlin (12 miles north), and in Myrtle Creek (18 miles south). There is an active tennis club with indoor and outdoor courts. There also are two performing arts groups and two small performing arts theaters.  The local YMCA has two saline pools.
Within a 1-1/2 hour drive of Roseburg are both the Oregon Coast and Cascade Mountains, with numerous trails for hiking and backpacking.  Steelhead and salmon fishing are popular on both the North and South Umpqua rivers, along with lake fishing for trout on Lemolo Lake, Diamond Lake, and other high elevation lakes. The North Umpqua River is world known for its summer steelhead fly-fishing. The North Umpqua River also lures whitewater rafting enthusiasts and floaters to experience its beauty and excitement each summer.
There is camping at various campgrounds accessible by road along the North Umpqua River and at the Diamond Lake and Lemolo Lake Recreation Areas. For the hunter, the Forest has several large elk herds, plus black-tailed deer, bear, and cougar. Crater Lake National Park borders the Forest and is a two-hour drive from Roseburg. In the winter there is unlimited cross-country skiing around the Diamond Lake and Lemolo Lake Recreation Areas. Downhill snow cat skiing is available at Mount Bailey, near Diamond Lake, and several downhill ski areas are within a 2-1/2 to 4 hour drive.
