Natural Resource Specialist 4 (Cultural Resources Manager) New
State of Oregon - Salem, OR

ABOUT THE DEPARTMENT

The Oregon National Guard (ORNG) is constitutionally based in both the Federal and State Constitution and is commanded by The Adjutant General, who is appointed by the Governor. The purpose of the Oregon Military Department (OMD) is to assist and support The Adjutant General in executing his constitutional duties as Commander of the ORNG. The Adjutant General is statutorily required to command, provide administration, and oversee construction and maintenance of facilities, training camps and areas, and air bases for the Oregon Army and Air National Guard in support of the Governor. The ORNG provides the Governor with a ready force to assist civilian authorities during civil unrest or natural disasters, or responds to the President during national emergencies.

Within this military environment, OMD employees work in a wide range of occupations including armed security, fire fighters, support youth activities, operate and maintain over 50 facilities throughout the state, manage major construction projects and provide expertise in environmental compliance as well as managing the agency's budget and fiscal resources, providing human resource management and payroll activities for State employees and soldiers and airmen called for State Active Duty.

Adjutant General Installations

This position exists within the Environmental Branch of the Installations Division of the Oregon Military Department (OMD). The Installations Division includes the Operations and Maintenance Branch, Planning and Programming Branch, Construction Branch, Environmental Branch and Support Branch. The Installations Division is responsible for acquisition and disposal of land and facilities; design and construction of new facilities, operation, maintenance, repair and alteration of existing facilities, and agency environmental compliance. The Division also constructs, maintains, and operates joint facilities for other federal, state and local agencies including the US Navy, US Marine Corps, Bureau of Land Management, US Department of Forestry, OR State Police, OR Department of Transportation, OR Department of Corrections, universities and community colleges. The O&M Branch is responsible for the operation, maintenance, repair, and alteration of all Oregon Army National Guard (ORARNG) real property.

GENERAL INFORMATION
This is a full-time, permanent position with the Oregon Military Department's Adjutant General Installations Division Environmental Branch, located in Salem, Oregon.

You are not required to be a member of the Oregon National Guard to apply for this position.

This position is represented by the American Federation of State, County and Municipal Employees' (AFSCME) Union.

Duties & Responsibilities

The primary purpose of this position is to implement the Agency Cultural, Historical & Archaeological Resource Management Program, Native American Consultative Management Program, and implementation of the National Historic Preservation Act (NHPA), as applicable, for all Agency actions and activities that are federally supported throughout the state; develop, maintain, implement, and enforce cultural, historic, and archeological resource protection programs at agency facilities and military training areas; manage agency Native American Tribal Consultation and "Government-to-Government Relations" efforts; write environmental documents and/or cultural resource management plans; write agency environmental protection regulations and guidance; prepare requests for resource protection permits; and represent the Division at meetings with federal and state regulatory agencies, National Guard Bureau, and other agency directorates and personnel. The employee is required to be an expert in Cultural, Historical, Archaeological Resources Management, Native American Consultation, National Historic Preservation Act and National Environmental Policy Act Compliance (NEPA).

MAJOR DUTIES INCLUDE:

CULTURAL, HISTORICAL & ARCHAEOLOGICAL RESOURCE MANAGEMENT
Conduct research, surveys, and field investigations, and prepare appropriate reports.

Prepare, coordinate requirements, and implement cultural and/or historic resource management plans.

Write detailed and technical project scopes of work and project outlines for environmental resource identification projects, surveys, investigations, and management plans.

Serve as the agency technical expert in cultural, historic, and archaeological resources management, including coordination and consultation with the State Historic Preservation Office and federally-recognized Native American tribes.

NATIVE AMERICAN CONSULTATION MANAGEMENT
Maintain and implement the agency Native American Consultation policy.

Maintain and implement the agency State/Tribal Government-to-Government Relations Policy per applicable federal and state regulatory requirements.

Manage agency Native American outreach efforts, and provide appropriate coordination and resolution of issues.

Participate with tribal representatives and other state agency personnel in Cultural Resources Cluster Group meetings sponsored by LCIS.

Prepare annual report to the LCIS.

NATURAL RESOURCES PROTECTION
Prepare and implement natural resource management plans for select agency facilities; plan and implement research, surveys, and field investigations; write technical scopes of work and project outlines for environmental resource identification, investigation, and management plans; define and coordinate agency efforts to comply with applicable federal and state threatened and endangered species, applicable federal, state, and local, wetlands requirements at select sites; complete required NEPA documents for applicable programs and plans.

TECHNICAL ASSISTANCE/SUPPORT
Write, maintain, and implement agency plans, regulations, and internal guidance per federal, state, and local law to comply with applicable requirements in areas of responsibility.

Prepare and administer state contracts and purchasing documents per state law for the preparation of NEPA documents, environmental resource protection and management plans and projects, preliminary site assessments beyond the scope of the agency to complete, and other environmental requirements and projects.

Assist agency GIS personnel in incorporating GIS into environmental operations, as it relates to assisting the Division and other agency directorates to complete requirements and support mission accomplishment.

Inspect appropriate agency facilities and activities, monitor compliance, provide technical assistance and guidance to correct problems, and document findings and corrective actions in correspondence with appropriate managers.

Prepare formal programs of instruction, initiate training plans and present technical training in areas of responsibility to agency personnel or others, as required to comply with regulations and assure agency compliance.

Prepare and coordinate review of environmental documents, regulations, management plans, and corrective action plans within agency directorates and commands.

Prepare applications and coordinate with regulatory agencies for required project permits for natural resources, cultural resources, or other applicable requirements.

OTHER DUTIES AND REQUIREMENTS
Maintain current knowledge of applicable environmental regulations within areas of responsibility.

Attend required NGB training and other training opportunities as required. - Attend internal agency meetings and public meetings/hearings, as required.

WORKING CONDITIONS:
Incumbent works in a politically sensitive setting, under own initiative and the supervision of the Environmental Program Manager. Frequent coordination with supervisor is mandatory to ensure program initiatives and efforts are aligned to agency mission strategies and execution. Extra hours are often required, as is frequent overnight travel throughout the state. Work is often conducted in a field environment or at agency facilities, with possible inclement weather conditions, the presence of environmental, safety, and occupational health hazards, loud noises, hazardous chemicals, and the presence of air contaminants. Incumbent is required to participate in NGB-sponsored training and workshops to ensure an understanding of applicable policy and to meet operational requirements. Out of state travel is often necessary to meet this need.

Qualifications, Required & Requested Skills

Work Experience

Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)

Minimum Qualifications

Four (4) years of experience working in natural resources management. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities;

-AND-

A Master's degree in Anthropology, Archeology, or a related field.

*OR*

Three (3) years of experience working in natural resources management. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities;

-AND-

A Doctorate degree in Anthropology, Archeology, or a related field.

ADDITIONAL REQUIREMENTS:
Meets United States Secretary of the Interior's Professional Qualifications Standards for Archeology and Historic Preservation (36 C.F.R. Part 61)

CONDITIONS OF EMPLOYMENT:
A valid driver license with a good driving record;

Employee is required to maintain a drug/alcohol free workplace in accordance with the 1988 Drug-Free Workplace Act, OMD Drug/Alcohol Testing Policy and applicable collective bargaining agreement;

Must have and maintain a favorable Criminal background History check and be able to obtain and maintain a favorable Department of Defense National Agency Check with Inquiries (NACI) Suitability Determination.
