The Middle Fork Ranger District on the Willamette National Forest is now seeking comment on a variety of upcoming projects. The district will be preparing two Categorical Exclusions (CE) and they are comprised of:
* ODFW Fish Hatchery Replacement Shed
* OR 58 Seismic Landslide Mitigation
ODFW Fish Hatchery Replacement Shed
Location: On the eastern edge of the City of Oakridge, OR. The project area is located in 13a Special Use Permit Areas. The legal description of the area isT21S, R3E, Section 15 of the Willamette Meridian, Lane County, Oregon.
Purpose and need: A storage shed was destroyed by a fallen tree during a major snow event in the winter of 2019. A replacement shed is needed.

OR 58 Seismic Landslide Mitigation
Location: All boring locations are located along or north of OR Highway 58 between Oakridge, OR and Willamette Pass. Most of the sites are near the Blue Pool Forest Service Campground and 1 site near Salt Creek Tunnel on HWY 58. The project area is located in 11A, 11C, 11F scenic areas, 12 A Development Recreation, and 14 matrix of the Willamette National Forest Land and Resource Management Plan. Legal description is T21S, R5E Sections 14, 23, 24, 25, 26, and 35, and T22S R5.5E section 33 of the Willamette Meridian, Lane County, Oregon.
Purpose and Need: Highway 58 runs through the Willamette National Forest. ODOT has designated Highway 58 as a Lifeline Route, meaning that in the event of a statewide emergency, such as Cascadia Subduction Zone (CSZ) earthquake, this route would be a priority to open quickly to provide lifesaving goods and services between Central Oregon and the Coast. Between approximately highway milepoints 42 and 48 is a very large ancient slide, and at the western portal of the Salt Creek Tunnel is a metastable talus slope. In the event of a CSZ event the expected slope failures in these two locations would close the highway for several weeks, with ongoing restrictions to traffic for months afterward. An extended closure could have catastrophic consequences to response time for the western part of Oregon.
The proposed geoexploration and the analysis of the associated data will lead to the selection of a practical cost-effective mitigations that will allow the highway to be restored for emergency and essential freight traffic in 2 weeks.

My Preliminary assessment is that these proposals fall within a category of actions per 36 CFR 220 that are excluded from documentation in an Environmental Assessment (EA) or Environmental Impact Statement (EIS) and there are no extraordinary circumstances that would preclude the use of the category.

This comment period is intended to provide those interested in or affected by this proposal an opportunity to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official.

Written, facsimile, hand-delivered, and electronic comments concerning these actions will be accepted until June 15, 2020.
Written comments must be submitted to: Responsible Official, or Katie Isacksen, NEPA Planner, 46375 Highway 58 Westfir, OR 97492. The office business hours for those submitting hand- delivered comments are: 8:30am to 4:30pm Monday through Friday, excluding holidays.
Persons commenting should include: 1) name, address, telephone number, organization represented, if any; 2) title of project for which the comment is being submitted; and 3) specific facts and supporting reasons for the Responsible Official to consider.

It is the responsibility of persons providing comments to submit them by the close of the comment period.
