To All Interested Parties:

Today the Western Climate Initiative (WCI) Partners are releasing their “Draft Design of the
Regional Cap-and-Trade Program.” This document builds on the draft recommendations
released in May and reflects our current thinking in response to the comments submitted on
those draft recommendations.

The Draft Design being released today will be discussed at our third Stakeholder Workshop,
which will be held in San Diego next Tuesday, July 29. We look forward to seeing many of you
there and hope that if you cannot attend in person you will participate in the workshop via
Webinar. Stakeholder involvement in the process to date has helped shape the design of the
program and we are anxious to hear your thoughts on the current Draft Design.

To register for the workshop or the Webinar, please go to www.westernclimateinitiative.org.
Following the San Diego workshop, we will continue to refine and expand our recommendations
for the regional cap-and-trade program. We welcome any new comments you may have on the
Draft Design being released today. Please submit any new comments through the WCI
Website by Wednesday, August 13. Please follow the format of the Draft Design document
when submitting comments.

At this time, we expect to release our final design recommendations in mid-September. At that
time, we will also outline a road map of activities and milestones for the WCI through 2009.
The Western Climate Initiative continues to grow. We were all very pleased recently to
welcome Ontario as our newest Partner. It is clear that state and provincial leadership on these
issues will play an important role well into the future.

As we continue to move ahead, all of the WCI Partners are committed to ongoing stakeholder
involvement in the process – through our individual state and provincial processes and through
WCI activities like next week’s workshop.

On behalf of all the Partners, we want to thank you for your interest in the WCI to date and we
look forward to working with you over the coming months and years to develop and implement
meaningful climate programs across North America. Please do not hesitate to contact any of
the Partners with your questions or comments.
