 Essential Reporting - Draft Documents Released
Stakeholder Teleconference

To Western Climate Initiative Stakeholders:  
The Reporting Committee of the Western Climate Initiative is releasing the following document for public review and comment:  Background Document and Progress Report for Essential Requirements of Mandatory Reporting for the Western Climate Initiative, Third Draft. (Linked here and available on the WCI web site.)
This Background Document and Progress Report includes attachments which are the Essential Requirements of Mandatory Reporting (i.e., reporting requirements in rule language or narrative format).  Included in these Essential Requirements are updates of sections previously released on December 5, 2008 as advance drafts (WCI.0-10 General Provisions, WCI.20 General Stationary Combustion, WCI.40 Electricity Generation, and WCI.200 Petroleum Refineries), in addition to new source category specific sections.  
The Background Document and Progress Report also includes recommendations to date on the Essential Requirements of Mandatory Reporting for the Western Climate Initiative, and covers many of the most important greenhouse gas sources. Additional sections of the reporting Essential Requirements will be developed in 2009, and releases will be announced by listserv and posted to the WCI Website.

A stakeholder teleconference will be held on January 12, 2009 from 12:30 pm to 2:30 pm PST to provide clarification of all reporting Essential Requirements.

Specific requests for stakeholder input are noted for a number of issues and technical details throughout the Background Document and Essential Requirements. All comments on the draft Essential Requirements should be submitted in writing through the WCI web site at: www.westernclimateinitiative.org/Send_Public_Input.cfm . Comments are due no later than January 20, 2009.

Revised Essential Requirements will be released in February 2009.
