Draft rules for emissions performance standard
to be discussed at July 7 meeting
SALEM-The Oregon Department of Energy will hold a public meeting on July 7 to introduce draft rules related to a standard for greenhouse gas emissions. The rulemaking stems from Senate Bill 101 (2009) that was designed to set a carbon dioxide emissions standard for power purchases made by electric utilities.
ODOE is conducting the rulemaking related to consumer-owned utilities and the Oregon Public Utility Commission develops rules for investor-owned utilities and electricity service suppliers. The purpose of the ODOE rules is to address how consumer-owned utilities should implement Oregon's greenhouse gas emissions standard for power purchases.
The proposed rules provide guidance for:
* An output-based methodology for calculating greenhouse gases,
* How electricity with no identified generation source will be addressed, and
* A process for determining how facilities would be designated as a "low-carbon resource" in the future and be eligible for meeting the greenhouse gas standards.
The draft rules are on the ODOE website at:
http://www.oregon.gov/ENERGY/GBLWRM/GhG_Emissions_Standards-Rulemaking.shtml. The meeting begins at 9 a.m. at ODOE's main office in Salem (625 Marion St. NE) and provides an opportunity for input from the public and stakeholders.
