One of the most challenging aspects of arts management for many of Oregon Arts Commission’s grantees is program evaluation.  Knowing that all applicants who will file grant requests for our May 1 deadline will be addressing the topic of evaluation, we’ve asked our capacity building consultants, the TCC group, to design a webinar focused on program evaluation. The bios for the two presenters, Chantell Johnson and PeiYao Chen are below.

High-impact nonprofits are effective at learning about and responding to their operating environment, collecting and using data to make decisions, and communicating effectiveness.  Doing all this requires some investment in evaluation.  However, nonprofits frequently find themselves reacting to a funder’s evaluation requirements rather than taking ownership of it for their own purposes and benefit.  Building on the expertise of nonprofit staff, understanding the nonprofit’s culture around data, and providing opportunities to learn by doing is an effective way to alter how nonprofits engage in evaluation.

This webinar will provide a basic overview of the language and tools used in evaluation and strategies and tips in how best to move forward when grappling with where to start with evaluation.  In particular, this session will:

-Provide an overview of some of the terminology, common steps and tools used in evaluation;

-Equip participants with knowledge, skills and an understanding of an appropriate role to play in getting started using evaluation, including low-cost ways to track results; and

-Provide examples of ways to increase cultural participation.

We will share our tools, protocols, and processes, insights on what has worked, what we have learned, and where a nonprofit can take this approach to meet its internal learning priorities and external demands from funders and other stakeholders.

Chantell Johnson, Director of Evaluation at TCC Group, has experience in program evaluation, management and administration as well as organizational assessment.  TCC Group’s mission is to develop strategies and programs that enhance the efficiency and effectiveness of nonprofit organizations, philanthropies, and corporate citizenship programs to achieve social impact.

While at TCC Group, Ms. Johnson has served as a principal investigator and project manager for many evaluations.  Clients include foundations (community, private and corporate) and nonprofit organizations (including universities, school districts, individual schools, museums, and several educational organizations).

Ms. Johnson has conducted and written on a “community of learners” approach to evaluation which emphasizes client involvement, capacity building and learning as the cornerstones of any evaluation assignment.

Prior to her work with TCC Group, Ms. Johnson was a project manager and principal investigator with the North Central Regional Educational Laboratory—one of ten federally funded research and development labs nationwide.  Additionally, she worked on the development and pilot testing of an internal evaluation and reporting system designed to assist organizations in assessing their performance (quality assurance) and the outcomes/impacts of their work (or funding).

Ms. Johnson received her Master’s in Public Administration from the University of Wisconsin-Milwaukee and her Bachelor’s of Science in Political Science from the University of Wisconsin-Madison.



Peiyao chen, Consultant at TCC Group, has more than ten years of experience in research, evaluation, and project management in the non-profit sector, with a strong focus on girls' and women's empowerment and grassroots activism.

Prior to joining TCC Group, Ms. Chen worked as a Research Analyst for Girls Incorporated. During this time, she led a team of national staff to create and implement a national evaluation system to assist affiliates in measuring outcomes and improving the effectiveness of Girls Inc. programs. Her responsibilities included designing and evaluating surveys, analyzing national and local data, writing and disseminating research and evaluation findings, and developing and conducting training workshops for program staff on various research and evaluation topics. In addition to quantitative research, Ms. Chen designed and implemented a participatory evaluation project that engages teens as researchers in exploring the meaning and impacts of Girls Inc. environments. She was also involved in various cross-departmental projects, including new program development, quality assurance review, proposal development, and strategic planning.

Ms. Chen held positions in various large-scale research and evaluation projects. She served a Research Scholar for the Ms. Foundation for Women – Healthy Girl/Healthy Women Collaborative, working with twelve community-based organizations across the country to study the impacts of leadership programs on the overall well-being of girls, women, and their communities. She was also a Research Associate for the Girls' Reflection and Evaluation Project for the Global Fund for Women, where she co-conducted a survey study to evaluate the foundation's grant making efforts in the area of girls' development.

Ms. Chen received her Bachelor's degree in Psychology from National Taiwan University and her doctorate in Developmental Psychology from the CUNY Graduate Center.
