[Orlsta] LSTA contracts + Reminder for those projects seeking a second or third year of LSTA funding

We received word today that the Institute of Museum and Library Services has received their LSTA funding paperwork from the Office of Management and Budget, and will be sending the official paperwork we need hopefully by this Friday.  As soon as we have the federal award letter in hand, we will be mailing contracts out.  We expect that to happen next week.  As soon as the authorized person on your end signs, the contract will be in effect.

I realize that a lot of projects are just now going to be receiving their first year contracts, but short proposals for year two or three funding are due in our office by April 11.
