From ann.reed at state.or.us Tue Jan 25 09:21:11 2011 From: ann.reed at state.or.us (Ann Reed) Date: Tue, 25 Jan 2011 17:21:11 +0000 Subject: [Orlsta] status of starting date of competitive grants FFY2011 Message-ID: <810CC03BDFB8D94883767344C8B7EE2E1B0AFC1B@OSLEXCHANGE.osl.state.or.us.local> Dear Grantees, We want to give you a "heads-up" on the Federal Fiscal Year (FFY) 2011 LSTA funding situation. First, for OBOB, OSLIS, L-net, Sage Courier, and OLA Scholarship, and the Clatsop and Linn County Extending Services grants - you are currently funded on FFY10 at least through June 30, so we expect that the FFY11 situation will be resolved by then. This should not affect you. Second, the Federal government is operating on a continuing resolution, meaning they temporarily have funds. The Institute for Museum and Library Services, which funds LSTA, expects to be issuing the State Library a partial grant award. We normally wait to issue competitive grant contracts until we have an award from the IMLS that can underwrite all of the grants. We are hoping to issue competitive grant contracts starting March 1, but this projection can change depending on Congressional action. Third, IF YOUR GRANT * Has year two or year three of the project starting * Has paid personnel on the grant * Would end January 31 without funds to continue personnel * Has a major need for purchasing after February 1 PLEASE CONTACT ME ASAP! Please, if you have any questions or concerns, call or email early and often! We have experienced this situation before, and with your help, we will make starting grants and transitions between grant years as smooth as possible. Thank you for your help in advance. Grant funding We received part of our federal award on Monday. We have to send certifications to the IMLS (which grants us LSTA funds) before they say we can make subawards. We should have those in their hands and in order by Friday (we hope). We have the two high priority projects' contracts ready to go as soon as we have a green light from IMLS. 2. Estimated start date At this time, the Federal Government is funded by a continuing resolution until March 4. The education budget bill, which contains LSTA funding, has not yet been passed. After a bill is signed, it normally takes three weeks for the funding to go through the Office of Management and Budget. While we hope for a March 1 start, it is very possible that date could push back to March 15. If this causes your project hardship, please contact us right away. 3. DUNS number required In looking at the federal paperwork this week, we discover that all subgrantees (and ourselves, of course) are now required to have a DUNS number. This is the required by the Federal Funding Accountability and Transparency Act, which stipulates that we need to enter your grants in a federal database. The DUNS number is the Data Universal Numbering System (DUNS), a nine-digit number established and assigned by Dun and Bradstreet to uniquely identify business entities. A DUNS number may be obtained from D&B by telephone (currently 866-705-5711) or the Internet (currently at http://fedgov.dnb.com/webform ). This applies to competitive and ongoing statewide grants. Please check with your financial office and let us know your DUNS number. Please call me with any questions or concerns. For OBOB, OSLIS, L-net, Sage Courier, and OLA Scholarship, and the Clatsop and Linn County Extending Services grants - you are currently funded on FFY10 at least through June 30, and we still hope that the FFY11 situation will be resolved by then. This should not affect you. The Federal government is operating on a continuing resolution in two week increments. MaryKay Dahlgreen, Program Manager of Library Development Services, and I were in a meeting with the Institute for Museum and Library Services, which funds LSTA, last week. The IMLS is considering if it can release another increment of LSTA funding. If they offer any additional funds, the Oregon State Library will ask to receive them to start more FFY2011 grants. There are currently nine projects totaling $296,520 waiting to start. Again, IF YOUR GRANT * Has year two or year three of the project needing to start * Has paid personnel on the grant * Would end March 31 or April 30 without funds to continue personnel * Has a major need for purchasing after April 1 PLEASE CONTACT ME ASAP! For competitive grants ----- Brief proposals for year two or year three funding are due April 22! Use form D from the 2012 packet. http://oregon.gov/OSL/LD/lstapacket2.shtml#Brief_Proposal_Forms Don't worry - OSL staff will be sure to inform the LSTA Council that you may well have no news to report from the start of FFY2011, as FFY2011 funds are slow to come. OSL plans use of LSTA at least 18 months in advance, so you will want to be in the process for the next year's funding regardless of the status of FFY2011. For statewide ongoing projects (L-net, OSLIS, OLA Scholarship, SAGE courier, OBOB)---- Your only proposal for FFY2012 funding is also due April 22. I emailed forms to the contact person some time ago. Please check that the proposal for FFY2012 will be ready. Call me if you need me to email another form. We conduct this survey annually, and in the past we sent the survey link to library directors (public, academic and tribal) and the Oregon Association of School Libraries Board. After much discussion, we decided to expand our survey audience. in addition to those already mentioned, we are sending the survey to a number of other groups who represent library development customers: the OLA Executive Board and Intellectual Freedom Committee, LSTA and Statewide Database advisory committees, youth services librarians, LSTA grantees, and Plinkit users. We sent this announcement to several e-mail lists so you may get more than one invitation to participate. Please respond to the survey just once if you receive multiple invitations. The deadline for completion of the survey is May 31st. Thanks for your assistance with this project. As we have in the past, we will use the responses to help shape our priorities and projects.
