[ORMAP-Tech] Updated Fall 2009 Point Matrix and Weighting.

I received a couple questions concerning the funding points which
affected the weighting. I have attached the updated documents. And for
those of you wondering for the edgematching I used the following
breakdown which was approved at the 1st tech group meeting. The
percentages are based on the total miles of county boundary and the
amount being completed by the current grant application.
 
1%-10%      =    1 point
11%-20%    =    3 points
21%+          =   5 points
