I have posted all but one of the fall 2011 ORMAP grant applications, I'm waiting on a status map for the other one, but I wanted to let you get started on the rest. I will send out the meeting agenda later this week and it will have all of the information for the conference call and web meeting. Technical Review Each of these criteria is pass/fail. If the application does not meet the criteria, the county can make changes via an addendum following the technical committee's first meeting and prior to the committee's second meeting. The grant application must: 1. Demonstrate a successful process. A successful process is one that is cost effective and aligns with the ORMAP goals. 2. Have a completion timeframe not to exceed one year. Projects that will last longer than one year must be broken into multi-year projects or phases and are reviewed each year. 3. Have a reasonable and measurable deliverable. A reasonable and measurable deliverable is a deliverable that can be completed within the one-year timeframe using the methodology detailed in the grant application. If you have any questions concerning any of the grant applications please send them to me by the end of the day on Monday October 10, 2011 so I can get them sent out to the respected counties in time for our meeting on Wednesday October 12, 2011. The meeting will be here in Salem at the Revenue Building in room 467. You do not need to check in at room 135 to get a badge, just take the elevator up to the 4th floor. Room 467 is just outside of the director's office. Arron Heriford at DHS recently completed a state-wide school district layer. In addition, he has developed school attendance boundaries and school locations. This is a great data layer that can be used to support many local GIS applications. Arron would like county organizations to provide feedback on the accuracy of this layer. Your input would be greatly appreciated. Fixing this layer is also very important as we have an opportunity to provide feedback to the US Census Bureau. We only have a few opportunities to influence census data--and it has such enormous impacts. Improving census blocks to more accurately reflect local information is critical to accurately reflecting the new legislative and congressional boundaries needed by the Secretary of States Office for OCVR. In addition, please provide Aaron with any legal descriptions for the school district (if you have them) or any other justification as to why your boundary is better. If you can not "send" shapefiles then please do the followng: --> a. zip the shape file for your county --> b. copy it to the Polk Co FTP general site - ftp://ftp.co.polk.or.us/SchoolDistricts/ (login: general password: general) Step4: Aaron will review your suggestions and make changes as appropriate. Please send me your comments by Friday October 21, 2011. Once I have an approval from the group I will do the reductions, with one including Crook and another without. After a decision is made at the advisory committee meeting on November 16, 2011. I will send out the grant reduction request forms and we'll proceed with the contracts. I will set aside some time, if needed, at the 2nd tech group/ORMAP tools meeting for any discussion that might be needed for this and any other topics. One including Crook County in the point totals and one without Crook County. At the tech group meeting last week we discussed awarding Crook County the full 20% because this was their final grant request. This policy change will recommended at the fall Advisory Committee committee meeting. Please review the points awarded and let me know if you have any questions or corrections. Please send me your comments by Friday October 21, 2011. Once I have an approval from the group I will do the reductions, with one including Crook and another without. After a decision is made at the advisory committee meeting on November 16, 2011. I will send out the grant reduction request forms and we'll proceed with the contracts. I will set aside some time, if needed, at the 2nd tech group/ORMAP tools meeting for any discussion that might be needed for this and any other topics. The meeting is scheduled from 1 - 4 pm in room 467 at the Revenue building in Salem. I'll be sending out that agenda later today.
