Phil asked me to talk about the technical specification tests I wrote a few
years back.  I will bring about 15 copies to the meeting. You can get this
document off of source forge along with the tools.

I am somewhat concerned about putting more time into this project as I
spent a lot of time on it and other then Polk, Clatsop, and 1 DOR project I
do not think it has been used.
