Federal Grants Under the Recovery Act
The State Controller's Division is hosting a 90 minute audio conference
"Subrecipient vs. Vendor: Sorting Out the Subaward of Federal Grants
Under the Recovery Act", presented by Thompson Interactive. Below are
details about the date and time as well as the audio-conference write up
provided by Thompson Interactive.

Course Description: Federal government policies affecting the subaward
of grants and cooperative agreements have never been particularly clear.
For years, terms like "subgrant," "subcontracts," and "purchase of
service," were tossed around without much care or precision. That
started to change with the issuance of revised Office of Management and
Budget Circular A-133 in 1997. It required that awards "expended as a
recipient or a subrecipient would be subject to audit under this part."
It became important to differentiate what type of subaward was being
made in order to determine what kind of oversight might be required.
Now, with the implementation of the massive federal stimulus program
under the American Recovery and Reinvestment Act (ARRA), there is an
additional important reason to sort out the subaward of federal
assistance awards. Starting in October, significant new reporting
requirements face organizations that expend stimulus awards. Details
about expenditures made by "recipients," "subrecipients," "subawardees"
and "vendors" will be required along with data about the nature of
projects and the impact on job creation or retention. OMB has issued
guidance defining "subaward" and "subcontract" that cross-walks to the
earlier A-133 guidance. But to say that the way forward for affected
organizations has been clarified is a stretch. So this audio conference
is being offered to help affected organizations sort out their
subawarding responsibilities, not only under the Recovery Act but for
all federal grants.
During this audio conference, Mr. Lloyd will address the following
topics and more:
*	What policy guidance has been issued by OMB on Recovery Act
subawards 
*	What other OMB guidance is relevant to the determination of what
type of relationship exists 
*	Why accurate terminology is so important 
*	What characteristics are indicative of a subrecipient
relationship 
*	What characteristics are indicative of a vendor relationship 
*	What other factors might be important 
*	What are the financial reporting implications 
*	What kind of oversight by primary recipients is expected
