The Oregon Department of Forestry has an employment opportunity for an
Account 2 in Salem. This recruitment will be used to establish a list of
qualified candidates for the Accountant 2, Reports Coordinator position.

This position functions within the General Ledger Section of the Fiscal
Services Unit and is responsible for the reports generated by R*STARS
and the Report Writer. It determines if users need standard or custom
reports and that the information is accurate. It also performs
reconciliation's for cash, property accounts and quarterly review of
limitation/appropriation and allotments available.
Duties Include:

Report Coordination
Receives report requests from management and determines if the needs can
be fulfilled using the R*STARS or Report Writer or if a custom report is
needed.
Develops report requirements for custom reports using Report Writer
software.
Runs the report query and distributes reports either electronically or
in hard copy.
Coordinates the distribution of all R*STARS reports.
Develops new reports and reporting tools for reports.
Files all Agency-wide reports.

Internal Control Process Coordination

Initiates and maintains the narrative and flowcharts of the internal
control processes.
Assists Fiscal Services personnel with documenting their processes
within their individual desk manuals.
Assists the Fiscal Manager in the review and re-write of Internal
Control Policies and Procedures.

Oregon Forest Resource Institute (OFRI) Accounting

Inputs data into R*STARS of all OFRI receipts, invoices, expenditures
and transfers.
Generates transactions for OFRI using R*STARS.
Prepares the statewide CAFR input for OFRI.
Assists with the preparation and inputs fiscal year budget for OFRI.
Assists in the establishment and maintenance of all fiscal policies and
procedures for OFRI.

Reconciliation

Reconciles monthly R*STARS funds with Oregon State Treasury reports and
performs this reconciliation on all cash funds and revolving funds at
the Oregon Department of Forestry.
Reconciles the Slash fund quarterly.
Reconciles quarterly the Department of Forestry Property Capital Asset
subsidiary ledger with R*STARS.
Works with the Property and Program Accountants to initiate corrections
and make adjusting entries in R*STARS to correct out of balance
conditions.
Works with the Property Unit to correct records for reconciling items.

Working Conditions: 

This position works in a general office environment sitting and working
at a computer terminal for most of the day.
Minimum Qualifications:
A CPA certificate; OR 

* two years of professional accounting experience applying basic
accounting theory and principles to examine, account for, reconcile,
analyze, and interpret standard accounting data and records, and either:


* a Bachelor's degree in Accounting; or 

* a Bachelor's degree in any discipline that includes or is supplemented
by 30 quarter (20 semester) credit hours in accounting. Credit hours
must be upper division from a system of higher education (four-year
institution accredited to grant Baccalaureate degrees); or 

* 30 quarter (20 semester) credit hours in accounting. Credit hours must
be upper division from a system of higher education (four-year
institution accredited to grant Baccalaureate degrees); and two years
doing independent research and analysis which included making
recommendations that resolved issues; or 

* 30 quarter (20 semester) credit hours in any of the following:
accounting principles, intermediate accounting, advanced accounting,
finance, business law, cost accounting, accounting information systems,
or auditing; and two years of accounting experience a) classifying,
analyzing, and reconciling complex financial data and records; b)
designing, recommending, and installing modifications of accounting
methods, procedures, forms, and records; c) preparing audited financial
statements and reports; d) analyzing and interpreting laws, regulations,
codes, and ordinances to ensure the legality of financial transactions;
and e) analyzing and interpreting complex accounts and account
relationships resulting in accounting entries; or 

* 15 quarter (10 semester) graduate-level accounting credit hours may
substitute for one year of the professional accounting experience.
Graduate-level courses used to satisfy the educational requirement may
not be used to satisfy the experience requirement.
