The Oregon Department of Transportation (ODOT) is comprised of several divisions.  The Driver and Motor Vehicle Services Division (DMV) is seeking a talented and motivated senior project manager to join our Office of Transformation, which is responsible for overseeing DMV's Services Transformation Program (STP), which will upgrade and replace obsolete technology and optimize DMV's business processes to bring them in line with new state of the art systems and 21st Century based best practices.

The successful candidate will provide program and project management expertise, as well as lead aspects of STP, helping to ensure that the program transformation activities follow proven project management protocols that consider and align, where appropriate, with existing processes and standards and solution vendor methodologies and timelines.  The position is a key member of the collaborative STP Leadership Team, which is responsible for the successful planning and execution of the program. They will need to coordinate procurement, contracting and solution vendor engagement activities.  This position will also have a key role in navigating the program through the Office of the State CIO's Stage Gate Process, and planning and preparing documents required by other governance entities.  In addition, this position will lead risk management and portfolio management activities for STP, working closely with DMV's existing Projects Director to leverage established processes and toolsets and the solutions vendor to follow their contracted engagement approach and timeline. Finally, this position will oversee the work performed by delivery project managers working within the program.

A Project Management Professional (PMP) credential from the Project Management Institute or the Oregon Project Management Certification (OPMCP) is required.

More Background Information:

DMV has a long-history in state government and its mission is to promote driver safety, protect financial and ownership interests in vehicles, and to collect revenue to finance Oregon's transportation system.

To begin the effort to lay the foundation for transformational change while still meeting today's challenges and needs, an Office of Transformation has been established to coordinate and lead both short and long-term integrated organizational change and continuous improvement efforts (technology, work processes, programs and employee development) in order to define and advance DMV's strategic priorities. The primary change initiative being led by this office is the Service Transformation Program (STP), which is a 9-10 year, $90 million effort to modernize DMV's computer systems, data bases and corresponding business processes.

The scope of this work will ultimately impact every DMV employee and customer, DMV's key business partners in both the public and private sectors, and most current operating processes and interfaces. It will require the support and guidance of ODOT Executives, the Enterprise Technology Services group within the Department of Administrative Services (DAS), the fiscal and information technology (IT) oversight entities at the Legislature, and other state leaders.
The Program and Office of Transformation will:

  *   Oversee program, project and change management.
  *   Plan and deliver the work.
  *   Define and ensure alignment with the organization's strategies.
  *   Manage governance and procurement processes.
  *   Recommend opportunities to optimize cost/benefits and mitigate risks.
  *   Work closely with the Office of the State CIO and Chief Financial Office staff, Legislative staff and other external stakeholder.
  *   Coordinate engagement with internal and external stakeholders throughout the change process.
  *   Report on the progress of the program.
The successful transformation of DMV to a 21st Century organization will further advance the department's mission: To provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians.




DUTIES & RESPONSIBILITIES:


  *   Leads the development of STP's program and project management framework and protocols.
  *   Oversees research, development, integration and implementation of governance and risk management processes.
  *   Ensures the application of industry best practices and compliance with applicable policies and procedures.
  *   Coordinates procurement, contract and solution vendor engagement activities, which includes developing statements of work, reviewing draft contracts, serving on rating and selection panels for contractor selection, negotiation, managing project deliverables, change orders, addressing any deficiencies of contracted work performed on behalf of the program, and interfacing with management, procurement support resources and other technical staff.
  *   Works with project managers in a matrixed environment to ensure that the work performed is on time, within scope, of sufficient quality and within budget.
  *   Coordinates with the DMV Projects Director to leverage existing processes and tools.
  *   Ensures that the Office of the State CIO's Stage Gate processes are followed and that all required deliverables are approved.
  *   Develops and executes the STP Quality Management Plan to effectively manage program and project risk. This includes the application and refinement of quality policies, procedures, criteria for and areas of application, roles, and responsibilities.
  *   Coordinates the management of the program-wide resource pool by identifying and resolving common problems and potential issues across all projects and functions, analyzing resource management reports, facilitating the efficient utilization of strategic resources over multiple projects, and monitoring resource trends to ensure utilization is aligned with strategic goals.
  *   Provides program, resource and project management guidance, training, tools, and techniques to STP Program management, staff and virtual project teams.
Working Conditions:

This position operates in an environment, with a heightened need for transparency and accountability.  Work often involves multitasking, short timelines, strict deadlines, and the need to deal with conflicting priorities.  Includes scheduled or unscheduled weekend work and working before and after the normal scheduled shift.  Long hours could be required for certain initiatives.  May require contact with agitated customers, coworkers and vendors.  Business needs may necessitate being on-call after hours.  This type of work requires extensive use of desktop and mainframe computing systems.  Requires the ability to work and make decisions independently in accordance with established guidelines, as well as collaborate and work on a team.  Requires driving on an as needed basis to respond to problems and provide service at varying locations throughout the state, so a valid driver license is required.




QUALIFICATIONS, REQUIRED & REQUESTED SKILLS:

Minimum Qualifications:

Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
A Bachelor's degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.

Possession of an Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute is desirable.
