Who we are: ODOT's Motor Carrier Transportation Division

The Motor Carrier Transportation Division (MCTD) consists of the Salem Motor Carrier Services Section, Field Motor Carrier Services Section, Investigations/Safety/Federal Programs section, Motor Carrier Audit Section, and Complaint Resolution/Economic Regulation section.  The mission of the 303 employees of the division is to:  register commercial vehicles; perform intrastate economic regulation; collect highway use tax; enforce safety regulations; enforce size/weight laws; issue over dimension/overweight permits; audit motor carriers for compliance with weight-mile tax, fuel tax, and registration regulations; and administer various federal programs.  The Division's regulatory responsibilities affect the general public and trucking industry.

Bring Your Auditing Expertise to ODOT!

As the Audit Section Program Manager, you will direct and monitor the work of technical, professional, and support staff involved in weight-mile tax, International Registration Plan (IRP), and International Fuel Tax Agreement (IFTA) audits.  The audit function is to ensure that all motor carriers pay the amount of weight-mile tax, registration fees, and fuel taxes due the state of Oregon and other jurisdictions.

If you are hired, you will become part of the State's Management Team.

This position is included in a classification and compensation study of the state's managerial positions. Changes to its assigned classification and salary range may occur.

Must have and maintain a valid driver license and an acceptable driving record.



DUTIES & RESPONSIBILITIES:


  *   Direct, coordinate, and supervise the ODOT Motor Carrier Audit program (weight-mile tax, commercial registration, IRP, IFTA) through the development and implementation of policies, procedures and program objectives that meet the requirements of Oregon law and achieve the priorities of the department. Responsible for the analysis of pertinent issues and information, and the determination of resources necessary to ensure that services are efficiently provided.  Direct research and development efforts to identify ways to improve the efficiency and effectiveness of the practices and procedures.  Oversee the day-to-day operations of the units (pre-audit and field audit) either directly or through subordinate managers.  Ensure routine functions are performed efficiently and effectively by conducting appropriate reviews of staff activities and work results.  Provide and promote a work environment that allows for effective resolution of conflicts among staff.   *   Direct the evaluation, preparation and disposition of petitions for weight-mile tax, registration, and fuel tax reassessments.  Coordinate reassessment hearing process.  Determine when to proceed as the agency representative for the department, or when to solicit Attorney General representation at reassessment hearings based on program knowledge and expertise.  Direct and coordinate overall program needs for legal advice through regular contact with the Office of Attorney General.
  *   Responsible for preparing and managing all levels of operating budget in excess of $7 million biennially for the Motor Carrier Audit program areas (pre-audit, and four field audit offices).  Prepare, present, and justify budget requests to higher level officials.
  *   Develop administrative rules and operating policies and procedures concerning highway use tax, fuel tax, and licensing.  Advise and inform other divisions of the department of related policies and procedures.  Advise audit supervisors and staff of correct procedures.  Implement new programs to improve audit function and ensure that services are efficiently and effectively provided.
  *   Assign and oversee special research projects concerning a wide range of highway use tax, fuel tax, and licensing issues to maintain effectiveness of all audit functions.  Make recommendations and/or implement procedures based on results of research projects.
  *   Responsible for providing information to motor carrier industry, public, private, legislative, and government groups on weight-mile, commercial registration, IRP, and IFTA requirements.  Coordinate activities with officials of local jurisdictions, other jurisdictions, and federal agencies to insure compliance with applicable laws, rules, and regulations.  Represent ODOT at various national work groups related to the effective management of the department's tax programs.
  *   Responsible for direct supervisory duties of hiring, evaluating, and training four managers.  Indirectly responsible for hiring and evaluating forty nine other staff.  Responsible for resolving employee grievances and determining need for disciplinary action to ensure adequate and competent staff for the program areas.
  *   Direct development and preparation of management reporting requirements including effective performance measures.
  *   Manage program technology needs.  Ensure technologies necessary for the programs are efficient and effective and in accordance with agency guidelines.
Working Conditions:

  *   The essential duties of the position require occasional travel in-state and out-of-state to attend meetings at audit field offices and national association meetings.
  *   Employee will routinely drive on the job and must maintain a valid driver's license and an acceptable driving record.
  *   Air travel is the standard mode of transportation to and from out-of-state locations.
  *   Overnight travel is required for out-of-state work and some instate trips.
  *   Employee may work irregular schedules and will experience pressure deadlines.

Minimum Qualifications:

  *   Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
 OR

  *    Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR

  *   Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
