The Office of the State CIO in Oregon is seeking qualified applicants for its IT Investment Strategist / Vendor Manger position. This position has a significant vendor performance management component, and engages frequently with external stakeholders (other state agencies, units of local government) to align goals and better coordinate purchasing. In this position you have opportunities to leverage your analytical skills to determine optimal pricing methodologies, determine leverage points in negotiations, and to analyze spend data. This role is responsible for providing leadership in recommending, developing, and managing large, complex and political statewide IT Procurements - but is unique in that it is not a contracting position. This role collaborates closely with our Basecamp partners at DAS Procurement Services. The role focuses on market research and vendor management, two 'book-ends' in the Basecamp IT investment process. What you will be doing!
You will provide leadership in recommending, developing, and managing large, complex and political statewide IT procurements. You will also be responsible for monitoring vendor performance on statewide IT agreements. Additionally, you will be responsible for vendor relationship management and communicating the needs of our state agencies and local government partners across the State.  Finally, you will be frequently presenting to large and diverse audiences in various venues across the state.

Use your creative problem solving skills to build and mold processes and procedures to support fundamental changes in the State's IT environment. Work with IT leaders to support technology strategies that support the enterprise and statewide partners. Develop an understanding of state and national procurement processes.
Requested Skills - We are also looking for candidates with the following knowledge and experience:
*             Supply chain management experience or education.
*             Vendor management and resolving customer vendor issues.
*             Performance metric collecting and evaluation.
*             Governance structures and process.
*             Outreach and relationship building.
*             Project management fundamentals.
*             Procurement experience.
*             Very comfortable with web-based applications and leveraging technology.
*             Ability to adapt to changing business processes, or lead change.
*             Ability to speak in public (and also be personable).
*             Demonstrable analytical skills.
