The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD)<https://www.oregon.gov/oha/PH/PHD/Pages/Administration.aspx>, in Portland, OR is recruiting for a Local Public Health Authority (LPHA) Fiscal and Contracts Analyst to serve as a primary advisor related to LPHA contracts and payments. The Office of the State Public Health Director provides public health policy and direction to the public health programs within the division, and ensures that the disparate programs inside and outside the division create an effective and coherent public health system for the state.  This position is part of the Fiscal and Business Operations section, which is responsible for the development and execution of the division budget, contract oversight, performance and quality improvement, human resource support, business continuity planning, information technology coordination, and overall operations. The unit works with all Public Health Division programs to ensure consistent alignment and effectiveness of resources and business practices that support the mission and goals of the division and agency.

What will you do?
As the Fiscal and Contracts Analyst, you will coordinate all fiscal aspects of the Local Public Health Authority (LPHA) master service agreements which includes funding awards, payments, reporting, reconciliations, and financial oversight.  You will maintain awareness of the changes in program policy that may impact grants and contracts that are in effect. You will also be required to communicate regularly with different working groups, which includes Public Health program staff and management, the Office of Financial Services, the Office of Contracts & Procurements, local public health agency fiscal and program staff, and tribal public health fiscal and program staff.

MINIMUM QUALIFICATIONS
A bachelor's degree in public health, project management, business or public administration, or accounting and two years professional-level evaluative, analytical and planning work related to finance and accounting;
OR
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work related to finance and accounting.

REQUESTED SKILLS

  *   Ability to apply a high level of sound, independent judgment in the area of finance and grants management.
  *   Extensive experience with accounting systems and software and an aptitude and ability to query complex databases to extract data needed to build financial reports and documentation.
  *   Extensive experience in MS Office software (Excel) in order to track, compile, analyze and forecast statistical and financial information.
  *   Ability to perform analysis of complex financial issues, recognize problems and discrepancies, determine appropriate actions, formulate comprehensive recommendations, and provide clear and accurate feedback to management staff.
  *   Knowledge of principles and practices of governmental accounting, finance and budgeting are required.
  *   Education and/or extensive experience in business management or accounting principles is also desired.
  *   Skill in communicating orally and in written form is essential in this position.
  *   Skill and ability to communicate technical information verbally and visually to diverse audiences is required.
  *   Ability to present a professional and positive demeanor in all interactions.
  *   Ability to work under pressure when faced with changing priorities, short timelines, and abstract direction is necessary.
  *   Experience promoting a culturally competent and diverse work environment.
