Oregon State Police NW and Eastern Regional Offices Receive Multiple Awards
		
The Oregon State Marine Board honored marine law enforcement officers from around the state for their outstanding performance and contributions during the 2008 boating season at their annual post-season conference on October 14, in Bend. 
	
The Oregon State Police was honored with two awards; Trooper of the Year and a Life Saving Award.
Consistently top-rated performers (and brothers) are Sr. Trooper Marshall Maher (OSP Oakridge) and Trooper Martin Maher (OSP Cottage Grove) who were both honored with Trooper of the Year awards.  Both brothers have earned this recognition three years in a row.  Sr. Trooper Marshall Maher conducted 407 boat examinations, issued 39 citations, 190 warnings, and had 639 total boater contacts. "All of his numbers went up from 2007," said Bill Rydblom, Law Enforcement Manager for the Marine Board.   His brother, Trooper Martin Maher conducted 412 boat examinations, issued 34 citations, 208 warnings and had 658 total boater contacts.  Trooper Martin Maher also had one boating under the influence arrest.  "Three years in a row is pretty amazing.  These brothers keep trying to out-do each other and we want them to keep it up.  Their sibling competition benefits the boaters by making their patrol area safer," Rydblom added.  
	
OSP was also recognized with a Life Saving Award.  Trooper Les Kipper was at the right place at the right time in August.  While patrolling the Deschutes River, he heard calls for help.  A 58-year old man was thrown from his boat after being struck by a large wave in the Colorado Rapids.  The man was not wearing a life jacket and was quickly swept downstream.  Within minutes, he was too exhausted and unable to swim to shore.  Trooper Kipper reached the victim and was able to put a life jacket on him before pulling the man to shore.  Trooper Kipper was met by rescue crews where the man was transported to a local hospital.  "Trooper Kipper's keen hearing and swift response clearly made the difference," said Rydblom.  "Luckily this was a rescue and not a recovery.  Congratulations Trooper Les Kipper on a job well done." Rydblom added. 

Other awards presented during the conference included: Most Improved Yearly Program to Columbia County; Most Improved Seasonal Program to Deschutes County; Program of the Year, Columbia County; Program of the Year *Seasonal to Polk County; Education Award to Deputy Anthony Hackman, Malheur County Sheriff's Office; Education Award *Seasonal Program to Washington County; Officer of the Year to Deputy Robert Wurpes, Clackamas County; Seasonal Officer of the Year to Deputy Jerry Roley, Washington County Sheriff's Office; Rookie of the Year to Deputy Brent Laizure, Multnomah County Sheriff's Office; BUII Enforcement to Deputy Jason Denton, Jackson County Sheriff's Office; Program Manager of the Year to Lt. Michael Shults, Multnomah County Sheriff's Office; Special Instructor Award to Corporal Will Coleman, Coos County Sheriff's Office, Sergeant Brad Williams, Malheur County Sheriff's Office and Deputy Ernie Fields, Josephine County Sheriff's Office; Program Administration Award of Excellence to Jackson County and Crook County Sheriff's Offices; Special Award *Program Manager of the Year to Corporal Neil Mackey, Deschutes County Sheriff's Office and Volunteer of the Year to Paul Cody of Deschutes County Sheriff's Office.
