Marine Board Approves $3.8 Million in Round One Grant Projects for
2009-2011

	The Oregon State Marine Board approved 25 Round One grant
projects at their quarterly meeting in Astoria on June 18.  Funds used
for boating facilities come from a variety of sources including boater
registration dollars, federal Clean Vessel Act, marine fuel tax, Boating
Infrastructure and Sport Fish Restoration funds.  Ultimately, these
projects will benefit local economies by putting contractors to work as
soon as this summer to do the improvements.  

Round One Grants include:

●	Oregon Parks and Recreation -Bullards Beach State Park on the
Coquille River.  The Marine Board approved $34,500 in state boater funds
to match $11,500 of applicant cash and $5,000 of in-kind contributions
to expand boat trailer parking.  Project total: $51,000.

●	Oregon Parks and Recreation -Dabney State Park on the Sandy
River for overflow parking improvements.  The Marine Board approved
$8,000 in state boater funds combined with $24,000 of applicant match
and $2,500 of in-kind contributions.  Project total: $34,500.

●	Oregon Parks and Recreation -Hadley’s Landing on the Sauvie
Island side of the Multnomah Channel will receive a new vault toilet. 
The Marine Board approved $54,975 in state boater funds combined with
$18,325 applicant match and $5,000 of in-kind contributions.  Project
total: $78,300.

●	Oregon Parks and Recreation -Mayer State Park on the Columbia
River near Bonneville Dam.  The grant funding will provide new sealcoat
over the existing asphalt surface, restriping and curbing which will
help improve traffic flow.  Designated parking stalls will also be
expanded to accommodate tow vehicles. The Marine Board approved $22,500
in state boater funds combined with $7,500 of applicant match and $1,500
of in-kind contributions.  Project total: $31,500.

●	Oregon Parks and Recreation Department -Powder House Cove on
Prineville Reservoir will soon have paved parking.  The Marine Board
approved $194,625 in state boater funds combined with $64,875 of
applicant match and $7,500 of in-kind contributions.  Project total:
$267,000.
 
●	Columbia County -JJ Collins East on Coon Island in the Multnomah
Channel will receive a debris boom.  The Marine Board approved $85,000
in state boater funds combined with $15,000 of applicant match and
$6,000 of in-kind contributions.  A Federal Boating Infrastructure Grant
will contribute $100,000.  Project total: $206,000.
●	Columbia County -Beaver Landing on the Clatskanie River will
receive funding for parking renovation.  The Marine Board approved
$165,000 in state boater funds combined with $10,000 of applicant match
and $6,000 of in-kind contributions.  Project total: $181,000.

●	Clatsop County -Cullaby Lake will receive new boarding floats. 
The Marine Board approved $49,240 in state boater funds combined with
$28,760 of applicant match and $3,201 of in-kind contributions.  Project
total: $81,201.

●	City of Warrenton -The Hammond boat launch will soon have a
gravel overflow lot to replace the existing grass overflow parking area.
 The Marine Board approved $170,000 in state boater funds combined with
$20,000 of applicant match and $20,000 of in-kind contributions. 
Project total: $210,000.

●	City of Astoria -Repair of the 17th Street transient tie-up
docks in Astoria.  The Marine Board conditionally approved $64,791 in
state boater funds combined with $22,500 of applicant match and $5,000
of in-kind contributions. The City of Astoria agreed to discontinue
allowing commercial vessels to tie-up to the dock.  Project total:
$92,291.

●	Malheur County -Bully Creek Reservoir will receive a new boat
ramp and boarding floats.  The Marine Board approved $116,250 in state
boater funds combined with $20,000 of applicant match, $11,000 of
applicant in-kind contributions, $60,000 from the federal Bureau of
Reclamation and $228,750 in federal Sport Fish Restoration funds from
the Oregon Department of Fish and Wildlife.  Project total: $436,000.

●	City of Gladstone -Meldrum Bar on the Willamette River will
receive a new restroom and improved parking with sealcoat and striping. 
The Marine Board approved $92,000 in state boater funds combined with
$3,675 in applicant in-kind contributions.  Project total: $95,675.

●	Salmon Harbor -Salmon Harbor’s East Basin in Winchester Bay
will benefit from parking improvements.  The Marine Board approved
$320,000 in state boater funds combined with $100,000 of applicant match
and $11,000 of in-kind contributions.  Project total: $431,000.

●	Port of Coos Bay -The Charleston boat launch on Coos Bay will
have improved parking with new asphalt, sealcoat and striping.  The
Marine Board approved $69,750 in state boater funds combined with
$20,250 of applicant match and $750 of in-kind contributions.  Project
total: $90,750.

●	Deschutes National Forest-Princess Creek on Odell Lake will
receive a new ramp, boarding floats and improved parking.  The Marine
Board approved $66,250 in state boater funds combined with $200,000 of
applicant match and $35,000 of in-kind contributions.  Some of the match
dollars come from federal stimulus funding for the Forest Service. 
Project total: $301,250.

●	METRO -M. James Gleason boat launch on the Columbia River will
receive a new boat ramp and boarding floats.  The Marine Board approved
$512,500 in state boater funds combined with $337,500 in applicant
match, $10,000 of applicant in-kind contributions and $500,000 in
federal Sport Fish Restoration funds from the Oregon Department of Fish
and Wildlife.  Project total: $1,360,000.

●	Bureau of Land Management/Harney County -Moon Reservoir will
receive a new boat ramp, improved parking and a vault toilet.  The
Marine Board approved $42,500 in state boater funds combined with
$110,000 from the Bureau of Land Management, $20,000 of county in-kind
contributions and $127,500 in federal Sport Fish Restoration funds from
the Oregon Department of Fish and Wildlife.  Project total: $300,000.

●	ODOT -Santiam Rest Area on the Santiam River in Marion County. 
A new low water ramp will be constructed.  The Marine Board approved
$63,750 in state boater funds combined with $44,190 in applicant match,
$6,000 of applicant in-kind contributions and $191,250 in federal Sport
Fish Restoration funds from the Oregon Department of Fish and Wildlife. 
Project total: $305,190.

●	City of Oregon City -The Sportcraft ramp, located on the
Willamette River, will receive a new ramp and boarding floats.  The
Marine Board approved $166,255 in state boater funds combined with
$87,491 in applicant match, $43,346 in applicant in-kind contributions
and $166,254 in federal Sport Fish Restoration funds from the Oregon
Department of Fish and Wildlife.  Project total: $436,436.

●	City of Portland -Cathedral Park on the Willamette River will
undergo ramp toe repair by the city.  The Marine Board approved $90,114
in state boater funds combined with $21,089 of applicant in-kind
contributions.  Project total: $111,203.
 
●	City of Klamath Falls -Moore Park 2 on Upper Klamath Lake will
have improved parking.  The Marine Board approved $62,500 in state
boater funds combined with $37,500 of applicant match and $500 of
in-kind contributions.  Project total: $100,500.

●	Port of Toledo -Depot Slough on Yaquina River will receive a new
transient tie-up and pumpout/dump station.  The Marine Board approved
$110,000 in state boater funds combined with $380,000 in federal Boating
Infrastructure Grant funds and $60,000 in federal Clean Vessel Act
funds.  Additional funds include $43,700 of applicant match and $7,000
of in-kind contributions plus $124,300 additional cash matching funds. 
Project total: $725,000.

●	Willamette National Forest -Piety Island on Detroit Lake in
Marion County will receive new vault toilets.  The Marine Board approved
$30,000 in state boater funds combined with $30,000 of applicant match
and $1,800 of in-kind contributions.  Project total: $61,800.
  
●	Washington County -Scoggins Valley Park on Henry Hagg Lake will
receive new boarding floats at ramps “A” and “C.”  The Marine
Board approved $150,000 in state boater funds combined with $62,000 of
applicant match, $50,000 of in-kind contributions and $97,000 of Bureau
of Reclamation contributions.  Project total: $359,000.

	Additionally, the Board also considered mandatory education
rules and approved language for content clarity and grammar.
