Jackson County Honored with Top Awards
The Oregon State Marine Board honored marine law enforcement officers
from around the state for their outstanding performance and
contributions during the 2009 boating season at their annual post-season
conference on October 13, in Bend.
Lieutenant Pat Rowland and Deputy Jason Denton were both recognized for
their noteworthy efforts during the 2009 boating season.
On September 7, 2009 a call came in reporting two overturned kayaks and
no sign of the occupants on the Rogue River in Jackson County. Lt.
Rowland and Deputy Denton responded to the scene and located the two
capsized kayaks in a treacherous area known as “Mugger’s Alley.”
Suddenly, a raft with seven occupants became wrapped on a large rock,
six of the occupants were thrown into the water and swept downstream.
The seventh victim, a 15 year old boy, remained with the raft. Lt.
Rowland immediately began mobilizing additional resources and
instructing the victim on what he needed to do until more help arrived.
As rescue personnel arrived, Lt. Rowland coordinated their locations and
movements to successfully rescue the six victims who were swept
downstream. Without warning, the raft broke free and the victim was
thrust into the raging river. He too, was safely rescued downstream.
Quick and clear thinking from many years of Incident Command proved
positive with all seven individuals surviving the ordeal. None of the
victims had been wearing life jackets and the outcome could have been
tragic.
Deputy Jason Denton was also recognized with the Boating Under the
Influence of Intoxicants Enforcement award for his awareness and
dedication in deterring intoxicated boat operators in Jackson County.
During the 2009 boating season, Deputy Denton arrested 15 operators for
Boating Under the Influence of Intoxicants (BUII). In Oregon, a boat
operator must fail field sobriety tests before being given a breath test
under the state’s Implied Consent Law. A limit of 0.08 percent or
above immediately imposes stiff fines and loss of boating privileges.

Yearly Program to Josephine County; Most Improved Seasonal Program to
Morrow County; Program of the Year, Multnomah County Sheriff’s River
Patrol; Program of the Year -Seasonal to Polk County; Education Award
to, Klamath County Sheriff’s Office; Education Award -Seasonal Program
to Washington County; Officer of the Year to Deputy Daren Krag, Klamath
County; Seasonal Officer of the Year to Deputy Jerry Roley, Washington
County Sheriff’s Office; Oregon State Police Trooper of the Year to
Senior Trooper Marshall Maher, OSP NW Region; Program Manager of the
Year to Sergeant Cliff Harold, Lane County Sheriff’s Office; Program
Manager of the Year -Seasonal to Deputy Adam Robb, Baker County
Sheriff’s Office; Special Instructor Award to Deputy Steve Fandry,
Lane County Sheriff’s Office, Sergeant Tom Turk, Jackson County
Sheriff’s Office, Sergeant Dean Perske, Southwest Region OSP and
Senior Trooper Brad Bennett, Southwest Region OSP; Rookie of the Year,
Deputy Ken Berry, Douglas County Sheriff’s Office; Program
Administration Award of Excellence to Clatsop County and Coos County
Sheriff’s Offices; and Volunteer of the Year to John Zeman of
Multnomah County Sheriff’s River Patrol.
