OSP Trooper Honored for Life Saving Efforts

[cid:image002.jpg at 01CC81D9.C4D1C570]            The Oregon State Marine Board recognized the efforts of Senior Trooper Daniel Stinnett from OSP's southwest region at their annual post-season Law Enforcement Conference, held on Monday, September 26 in Eugene.
            It was November 9, 2010 and Sr. Trooper Stinnett was dispatched to a report of a man screaming for help in the vicinity of the Chetco River near Fairy Creek.  Sr. Trooper Stinnett arrived on scene moments after the Brookings Fire Department.  It was determined that a kayaker had overturned and was struggling in the water.  A Coos County Forest Patrol Officer cut a path through the brush, downstream of the victim, as Sr. Trooper Stinnett grabbed his throw bag and followed the Forest Patrol officer to the riverbank.  The victim was weak, and although he was wearing a life jacket, he could barely keep his face above water as he was holding onto his kayak.  The victim appeared to be going in and out of consciousness.
            Sr. Trooper Stinnett successfully deployed the throw bag with the line falling perfectly across the victim's wrist.  The victim was able to grab onto the line and was pulled to safety by Sr. Trooper Stinnett and members of the Brookings Fire Department.  The victim was transported to Sutter Coast Hospital where it was determined he was extremely hypothermic.
            Sr. Trooper Stinnett's preparedness and quick action was instrumental.  Due to the weather conditions, cold water, and limited river bank access, coupled with the victim's intoxication and hypothermia, it is unlikely the gentleman would have survived much longer in the Chetco River.
