Marine Board Holding Special Board Meeting March 29 in Portland

         The Oregon State Marine Board is holding a special Board meeting to discuss a proposal to relocate the Kevin Duckworth Dock from the East Bank Esplanade to Swan Island.  The meeting will be held at the Portland Building, 1120 SW 5th Ave, in Portland beginning at
9:30 am.  Additionally, the Board will hear the agency's 2017 legislative concepts and consider a grant request for the City of Milwaukie.
            The City of Portland is requesting the Board's approval to relocate the dock approximately 2.75 river miles downstream to Swan Island and transfer its operation and maintenance to Portland Parks and Recreation.  The proposed dock location is on the Willamette River with the upland connection merging into the North Portland Willamette Greenway trail. The dock would include a 200 foot slow-no wake zone. The intention of the dock relocation is to allow short-term overnight and day use tie-up for recreational boaters.
            On February 23, the agency held a public meeting in Portland to gather input from stakeholders and boaters about the proposed relocation.
The Board will also consider a grant to the City of Milwaukie for emergency repairs that would re-open the Milwaukie boat ramp.  The funding availability is a result of the December Emergency Declaration recently approved by FEMA.
The special Board meeting will also include a presentation from agency staff  to the Board with information regarding two legislative concepts for Board approval for the 2017 full legislative session.  Based on feedback from boaters during the agency's 2011-2016 strategic planning process and subsequent Boat Oregon Advisory Teams, two concepts evolved: development of a Non-motorized Program, and improvements to the Aquatic Invasive Species Prevention Program.
