Marine Board Approves Boating Facility Grants
The Oregon State Marine Board approved four, boating facility grants during their quarterly Board meeting held on June 28, in The Dalles.
The City of St. Helens applied for a grant to replace the 20 year old gangway at the North Sand Island Marine Park. The old gangway connecting the outer docks to the inner docks was damaged, with cracked and splitting hinges, warped barrels, and broken brackets. The Board approved $20,407 in state boater funds, combined with $20,284 in federal Boating Infrastructure Grant (BIG) funds to match $13,400 of applicant cash and $3,800 administration, labor and equipment for a project total of $57,891. The new aluminum gangway will have a lifespan of 20-25 years.
The Oregon Department of Fish and Wildlife (ODFW) applied for a grant to expand Buena Vista Park. ODFW, Polk County, and OSMB staff have been in discussions for several years on improving the boat ramp and docks at Buena Vista Park. The Board approved $72,500 in state boater funds to match $217,500 in federal Sport Fish Restoration funds from ODFW for a total of $290,000. This grant opens the door to pursue permitting for the future boat ramp and dock replacement.
Linn County Parks and Recreation applied for a grant to conduct a hydrological analysis for future replacement of the Buell Miller boat ramp and Stayton Bridge boat ramp after they were severely damaged during the December, 2015 storms. The final hydrologic report will provide valuable technical guidance to complete the boat ramp design with the best long term solution on the alignment and placement. The Board approved $37,500 in state boater funds to match $12,500 cash and $1,050 for administration to complete the hydrologic analysis of the Stayton Bridge and Buell Miller Landing for a total project cost of $51,050.
The City of Oregon City applied for a grant to complete short-term repairs to the Clackamette Park boat ramp. This facility was severely damaged in a high water event in 2013 that caused the boat ramp's concrete planks to heave and separate and sustain severe undermining. The facility was closed for boaters' safety. Completing the temporary short term repairs will allow the boat ramp to re-open while the City pursues building a permanent boat ramp in a new location approximately 350 feet downstream. The Board approved $135,453.80 in state boater funds to match $41,944.60 cash and $876 in pre-agreement permitting fees to complete the short-term ramp repairs for a project total of $178,274.40. The repairs to the boat ramp are anticipated to begin in mid-July and completed by the end of August.
