We are forwarding the following message from Denise Hall, DAS Human Resource
Services Division.

We are starting to get questions from agency staff regarding the annual PERS
reconciliation process. In the past, each January the State (OSPA) has
forwarded a year-end file to PERS for this purpose and agencies were
required to send an Annual Transmittal form to PERS -- neither of these
actions need to occur this year.

We have been providing electronic reports to PERS on a monthly basis for
many months now and all of the contribution and demographic information for
2004 has been loaded into the new retirement system. We are in the process
of working through all suspended records for all Executive Branch agencies.
Once those suspended records are cleared, the new staff dedicated to
administering the PERS wage and service reporting system for the State will
work with PERS to identify discrepancies between the State's payroll system
and PERS' retirement system. We will contact you if additional information
or clarification is necessary and/or if adjustments are necessary on the
agencies' end to get the data to reconcile.

I anticipate this first year's reconciliation process will be a rough one.
We had a lot of changes going on and a few systems issues that affected
calculation and/or reporting of employees' contributions. Hopefully once we
get through this first year, the reconciliation process can be, for the most
part, accomplished on a month-by-month basis.

I would like to take a minute to thank all of you and your staff for the
patience you've shown and/or the assistance you've provided to me and Jannel
Utter and Debbie Radish as we work through the PERS data. The move to the
new retirement system and the electronic reporting process has been a
challenging project -- without your help and understanding, it would not
have been possible.
