These are ongoing cuts to our budget that will not be added back in the foreseeable future. OSPS has lost one full-time systems analyst. How Will This Affect Our Customers? OSPS will not be in a position to make enhancements to the Oregon Statewide Payroll Application (OSPA). For the foreseeable future, will not be able to solicit suggestions from our system users and stakeholders for improvements or changes to OSPA processes, screens, reports or other outputs. Instead, we will focus our remaining programming resources on the maintenance of the OSPA to ensure timely and accurate production of payrolls, fix known problems that could affect production, and perform the tasks necessary to implement mandated changes. Mandated changes include, but are not limited to the following: Implementation of federal or state payroll tax withholding changes Changes required for implementation of a new PEBB plan year Code or rate changes related to new or renegotiated collective bargaining agreements. Code sets required under federal and state family medical leave laws Changes required as the result of statewide payroll policy decisions. Changes prescribed by PERS Focus on Core Services We know that other agencies are experiencing similar challenges and resource reductions so we are confident that you understand our need to clearly focus on core services. We believe that our plan will fairly apply our remaining resources toward work that benefits all of our customers across all of the agencies. Our conference theme this year is "Tools for Success." The Board of Directors is very concerned about the current economic conditions and the effect this is having on State agencies. The Board has scaled back the conference by offering fewer breakout sessions, reduced expenses where feasible and worked with the Salem Conference Center to renegotiate our conference minimum requirements. Anacomp, the state's microfiche vendor contacted OSPS to inform us of their internal problem and resolution efforts. They also apologized for not informing us of this problem until now. As I understand, some of you have contacted us for re-prints of missing fiche. We will not act on the reprint requests at this time understanding that Anacomp is working to be able to fulfill the March Run 2 production requirements. Thanks for your patience. This report was first distributed last Friday with other leave accrual reports. The OSPA Reference Manual - Chapter 3 Reports Descriptions has been updated today on the OSPS website for the addition of this report. The report guide gives you very useful information about each report. Report purpose, frequency, management controls, secure storage and destruction is information that agency management needs to know about each payroll report. Also, we always give you data mart associations if the report can be created out of the payroll data mart. If your payroll office sends payroll reports to administrators, managers and field offices, have you considered sending them a link to the reports guide? To our knowledge, it does not at this point involve AccelaPay cards. However, to be proactive we are sharing the information, in case you hear anything from employees. The ReliaCard holder received a text message alert that stated "To reinstate your ReliaCard you need to call this number...." U.S. Bank is including the following message on the April ReliaCard statements: "Any email or text message that asks you to 'confirm,' 'verify,' or otherwise provide personal information,(also known as 'phishing')is a fraud. Legitimate companies, including U.S. Bank, will never ask you for sensitive account information such as your passwords, PIN numbers, social security number or account numbers via email, phone or text message. If you receive a communication that appears to be from U.S. Bank asking for this kind of information, do not respond.
