HR Managers and Analysts:

 

A New Hire and Separating Employee Mandatory Unpaid Time Off Obligation
Chart (dated 11/10/09) was agreed to with AFSCME and SEIU. The new chart
establishes the required mandatory unpaid time off obligation by salary
tier for new hire employees and employees who will separate from
service. We previously distributed this chart as an attachment to the
revised Cost Reduction Directive applicable to management and
unrepresented employees. The chart is located on the HRSD web site
http://www.oregon.gov/DAS/HR/Reductions.shtml under "Agency Resources"

 

The new chart is not a guideline. Instead, this chart replaces the
previous chart for determining a new hired employee's mandatory unpaid
time off obligation. The new chart also adds on obligations for
separating employees that had not been included previously. The new
chart does not change the procedures negotiated in the two Letters of
Agreement (LOA) regarding mandatory unpaid days off. Although the
original chart attached to the second LOA will not be printed in
collective bargaining agreements, it may be referred to as a guideline
for employees, other than new hire or separating employees.

 

For determining a new hire or separating employee's obligation, the new
chart provides date ranges, for example 11/27/09 through 3/18/10. The
number of days an employee is obligated to schedule and take is
determined as follows: 

 

*                                            For new hire employees:
Find the date range in which the employee's hire date falls. The
specified number of unpaid time off days on the chart for the employee's
salary tier is the number that employee must schedule and take prior to
the end of the biennium.

*                                            For separating employees:
Find the date range in which the employee's last day of employment
falls. The specified number of unpaid time off days on the chart for the
employee's salary tier is the number of days that employee must schedule
and take prior to the date the employee leaves state service. (Please
refer to note #1 on the new chart.)

 

Contact your assigned Labor Relations Manager if you have questions in
applying this chart or the letters of agreement to represented
employees.
