The code is configured to protect the employee from loss of hours toward their insurance contribution or loss of leave accruals. The code will not calculate PERS. Code LA has been populated in Benefit Package table XX for use in logging furlough hours for Executive and Management Service employees. We will add the code to additional benefit package tables if or when needed. Furlough code LA is not a true leave-without-pay code, so it doesn't go in the LWOP field. Be sure you enter it into the RG field. Reporting At present, the LA hours will show up on screens P430 and P435 as a negative - much like GL. Our plan is to modify LARS so that LA is functional and can be accrued similar to PB. It will take several months to produce this functionality. We will keep you posted on our progress. We are also working on a monthly report of all furlough hours used. We will provide that report at the same time we provide monthly leave reports beginning with March pay period leave reports issued approximately April 13, 2009. Time Screen Display Employees who use Online Daily Time will see the negative LA hours taken at the bottom of the P004 screen. Payroll staff who use the P003 to data enter time will see the negative balance on that screen. Check Stubs and Direct Deposit Statements Employees who have taken furlough hours will see the negative hours on the leave summary on their pay statements. Section 5 (c) of the Cost Reduction Directives says: Notwithstanding State HR Policy 60.000.05 Vacation Leave, the vacation accrual limit for management and executive service employees is increased from 350 hours to 425 hours. During this time, no vacation payout to avoid loss is allowed. Our conference theme this year is "Tools for Success." The Board of Directors is very concerned about the current economic conditions and the effect this is having on State agencies. It has been a while since we have had a mid-year change in tax tables and we'd like to remind you of the affects of that kind of change. When you set correctives for pay periods prior to PPE 3/31/09 you will see a change to the tax withholding. In this case, the employee will most likely have less tax withheld and the system will want to pay out the difference in net pay. Open sets for PPE January and February are subject to these changes if you set the system to recalculate those sets. Please understand that loading the new tax tables is mandatory. Correctives that you set are being brought forward to a period in time AFTER the tax withholding tables have changed. Therefore, they are subject to the changes. If this seems problematic, you may wish to explore the option of making your adjustments in current month instead of setting correctives. In the case of correctives set for an employee who has separated, you may adjust with P060 transactions. Please request these in writing to OSPS Help. That option would not be appropriate for a current employee.
