Subject: OSPS E-News ~ Remember to Register for the Year-end Mini-conference

If you are planning to attend the OSPS Year-end Mini-conference on October 19 from 1:00 pm to 4:00 pm in the Executive Building, 155 Cottage St. NE, Salem, I would encourage you to register and take the survey in iLearnOregon by the end of the day on Wednesday, October 7. I plan to pull the number of registrations and session preferences first thing Thursday morning to develop a semi-final schedule.
When you go into iLearn, you will probably notice that there are now two sessions for the mini-conference. We are going to pilot an iLinc remote session for staff members who are outside the Salem area. It will only include the topics offered in Conference Room A. (I plan to post the semi-final schedule next Tuesday, Oct. 13.) Those who register for this session will receive an e-mail with an internet link and conference telephone number to participate. You need a computer with internet access and telephone. Because we just have 20 "seats," I encourage several people at one location (like the PSOB) to reserve a conference room and "attend" together.

Subject: OSPS E-News ~ Furlough Project Update

Furlough Processing in OSPA - Project Update
September Run 2 will be processed the evening of October 9. OSPA will
not be available to users on Saturday October 10.
Computing Furlough Obligations
Furlough obligations will computed over the weekend for executive,
management service, classified unrepresented and all represented groups
for which a contract has been ratified and signed. Furlough obligations
will be computed according to the rules defined by DAS HRSD and/or the
collective bargaining agreement. OSPS will also compute furlough
obligations for non-executive branch agencies according to their
specifications.
Furlough Obligations in LARS
Leave accrual will run Monday night October 12. When the system comes
up Tuesday morning, furlough obligations will be displayed on the
P430/435 leave screens. Any furlough used in September will be
immediately deducted from the obligation balance.
Seasonals - Manual Computation of Obligations
As you know, seasonal employees are excluded from the automated
calculation of furlough obligation. Obligation will be computed
manually at the agency level using rules established by DAS HRSD. See
rules here:

Part-Time - Computation of Obligations
Obligations for part-time employees will be computed using the base rate
and FTE information currently present in PPDB. The document referenced
above also provides information on the requirement to modify the initial
part-time calculation using the actual hours worked by the employee if
the employee works more or less than the stated FTE. See Page 5 in the
document linked above.
Employee Reporting on Pay Stubs
Paycheck stubs and direct deposit statements will show the accrued
furlough obligation , any furlough taken in September and an ending
balance beginning with November 1 payday. A furlough disclaimer
statement will appear each payday: "Furlough obligation is projected
and subject to change based on your job status". This is because
obligation balances may need to be manually adjusted for part-time
employees, seasonals and those who promote, demote or whose pay rates
change during the furlough term.
Upcoming Topics
Our next furlough project update will address new hires and timesheet or
timescreen posting. We'll also report any new contracts that have been
ratified and signed and provide a schedule for furlough obligation
system updates for those groups.

As part of the routine to load furlough obligations to employees'
P430/P435 screen, the affected benefit packages' PTB1 pay code control
screens have been updated with the three control tiers for the LA code.
Part of this control will not allow LA to go negative.
Part two, which happens tonight with leave accrual update, actually
loads the furlough obligations to individual leave balances. Until that
happens, LA cannot go negative. This means there can be no LA entry for
any settled benefit package (including management service and classified
unrepresented) until the obligation loads tonight.
Please see the furlough update message we sent out on 10/7/09 for more
detail. I've copied that, below, for your ease of reference. Thank

Last night furlough obligations were updated into the OSPA Leave Accrual
and Reporting System (LARS). As of today, LA code is fully functional
in LARS for the following:
* Balances are displayed on the P430 screen. Balances and use is
displayed on the P004 and P005 in the Online Daily Time module. Use and
summary is displayed on the P006 and P007 in Online Daily Time.
* Adjusting entries can be performed on the P435 screen. You may
use this screen to make manual adjustments to post the furlough
obligation for seasonal employees. Or, you may make the required
adjustments for part-time employees whose furlough obligation will be
more than what was computed based on their FTE. (part-time employees
who work more hours than their stated FTE in PPDB)
* At present, you cannot put furlough balances into the clearing
account (P420). We expect to have those changes made by Monday of next
week. You may still use the P435 adjustment screen to transfer furlough
balances between agencies. Sending agency adjusts to reduce the
obligation to zero and the receiving agency adjusts to set the
obligation the appropriate number of hours.

Part-Time Employees
Just a reminder about part-time employees and their furlough obligation.
When OSPA computed and loaded the obligation amounts for part-time
employees, we used the business rules defined in the DAS HRSD Furlough
FAQ document.

The computation was based on tier (base pay rate) and the actual FTE
that is present in the PPDB personnel system. Because part-time
employees may work more or fewer hours than represented in their FTE,
agencies are required to review and assess the furlough obligation for
each part-time employee to ensure that it is consistent with the actual
work hours.
Use OSPS report B470D (dated 10/12/09) as a helpful tool. It shows the
amount of obligation loaded for each employee and provides the basis for
the computation including the FTE. All adjustments you make to furlough
obligation need to be entered into the P435 to ensure accurate
accounting and reporting.

If you are interested in participating in the OSPA Payroll Calculation class, please register by 5:00 pm on Friday, October 23. The class will be Tuesday, October 27, from 8:30 am to 12:30 pm. We are offering this through an iLinc Oregon "virtual classroom" for all participants, even those in the Salem area. To attend, you will need a computer and telephone. The computer needs internet access and a software program that can handle a simple Excel spreadsheet.
We will cover the Payroll Calculation document from the OSPA Reference Manual, http://www.oregon.gov/DAS/SCD/OSPS/docs/pubs/intros/paycalc.pdf . I will send you the internet link, telephone number, and an Excel workbook and other handouts. You will be using them to perform the calculations during the class.

Furlough Processing in OSPA - Project Update
Furlough Obligations - Employees New To State Service
Computing Furlough Obligation
Employees newly hired to state service with a start date of October 20,
2009 and later will have their furlough obligation computed
automatically by OSPA using the business rules defined in the DAS HRSD
and Labor Relations Furlough Obligation Chart.

The furlough obligation will not show for any new employee until the
first run of leave accrual after the close of their first pay period.
For example, new hires during October will not show on the P430 screen
until November 9, 2009.
Furlough Taken Soon After Hire
If a new hire needs to take a fixed closure furlough day, or if they
decide to take a floating day, the time screens will accept the "LA"
code entry. The leave accrual system will accept the transaction and
create a negative balance. As soon as the employee's obligation loads
in the next leave accrual run, the days used will deduct from the
obligation balance and the negatives zero out. The adjusted balance
will be reported to the employee on their pay stub.
Caution
If payroll technicians make manual adjustments of furlough to the P435
of new-to-state employees, it will cause the computation and load of the
furlough obligation to fail. Even if your new hires are part-time

Hello Everyone,
The Statewide Payroll Advisory Council* met last week to discuss a
common payroll concern - what to do if many payroll staff are out with
H1N1 flu at the time of a payroll cutoff. The group decided that it
was wise to plan and prepare.
As they discussed, they agreed that the risk was higher in small payroll
offices and that some larger groups could possibly share staff with
smaller agencies. Also, while OSPS cannot promise to send staff out to
small offices, there is always the possibility that we could data enter
timesheets for a several small agencies.
The group came up with the idea of surveying all agencies to come up
with a profile of the payroll office. The profile would address
readiness to meet a crisis, size and complexity of the payroll process
for the agency, special needs and the possible ability to share staff.
Attached is a profile form. If you will complete this profile and
return it to me, OSPS will compile this information into single document
and provide all agencies with a copy. That way if you (or your
supervisor) needs help, you will have contact information for someone
who may be able to share a resource.
I think this project shows great partnership and collaboration on the
part of the agency payroll staff. I hope you all will take the time to
complete the profile form. Let me know if you have any questions.
