Hello Everyone,
About three years ago, a group of agency payroll professionals worked
together as a committee on garnishments. They met to identify and
discuss the challenges of processing pay garnishments, reviewed changes
to the garnishment statutes and created two resources to share with the
payroll community. The Garnishment Process Flow Chart and Garnishment
Guidelines and Tips developed by the committee are attached. The
resources that came from the committee were appreciated by the entire
payroll community.
OSPS would like to activate a garnishment committee again for a
short-term project to once again identify the payroll processing
challenges and conduct a review and update of the flow chart and tips.
If you were a member of the previous committee and would be willing to
serve again or if you were not and are interested in participating,
please send me an e-mail to let me know of your interest. Once we have

Subject: OSPS E-News ~ OSPS Semi-Annual Customer Update

Training
During the period January through June 2010, OSPS provided 660 training
hours. Training hours are computed using the formula students x class
hours = training hours. Training offered included:
* Payroll Fundamentals
* New Employees
* Separations
* Deceased Employees
* Employee Overpayments
* Payroll Registers
* Payroll Exception Reports
We offered the Payroll Fundamentals class in partnership with the Oregon
Training Consortium. By becoming an American Payroll Association
Approved Provider, we could offer RCH credit to Certified Payroll
Professionals taking the class.
To provide more training opportunities for payroll staff members outside
the Salem area, we began offering telephone conference calls and
iLincOregon sessions for the OSPS Users' Forum. We also offered two
classes through a virtual classroom in iLincOregon.
Payroll Statistics
* During the first six months of 2010, OSPS issued 314,000 system
generated payroll payments and 5,340 manual checks.
* 86% of state employees use direct deposit
* Around 450 state employees use an AccelaPay payroll card. Sixty
percent of them use the card to receive their net pay.
2010 Key Projects ~ January through June
OSPS staff worked on several high priority projects that require system
changes and new or modified procedures or user resources. Here's a
brief summary of the key projects in the past 6 months.
o OSPS is very close to being able to provide electronic payroll
reports to agencies. We have been piloting this project with eight
agencies giving them a chance to use the .pdf online versions of OSPS
reports. The feedback received from the pilot agencies has been very
useful in measuring the success of this effort. We thank the agencies
who helped us pilot this project - their comments and suggestions have
been useful and affirming. Next steps: We will be scheduling
informational meetings so agencies can view a demonstration of the
e-reports and prepare for the conversion.
o Furlough management continued through OSPA in the first half of
2010. As additional collective bargaining agreements were implemented,
OSPS implemented the furlough business rules and structures for those
benefit packages. This included the computation of furlough obligation
for employees and loading that obligation to their leave accrual
screens. Based on agency need or choice, we set provided the posting of
fixed office closure days to timesheets. We also prepared a report of
furlough savings for calendar year 2009.
o OSPA began processing 2010 payroll payments using updated
tables for federal and state tax withholding and FICA wage maximums and
all of the rates and calculation rules provided by PEBB for Plan Year
2010.
o OSPS coordinated with Treasury and the agencies to support the
success of the conversion of the Oregon College Savings Plan to a new
fund management organization. Assisted Treasury in communicating to the
agencies about what participants needed to do to modify their existing
direct deposit transactions in order to change the destination of their
direct deposit to the new fund management organization.
o We assisted the Department of Revenue in implementing their
interface of time and attendance data to OSPA.
o We have met a number of times with the DHS-led group that is
managing payroll and HR planning for the implementation of the Oregon
Health Agency which is scheduled to become active 7/1/2011. This
project will result in many positions moving to the new Agency 42300,
most of which are DHS positions, but will also include some from DCBS,
DAS and the Office of Private Health Partnerships. Our initial focus
has been coordination with representatives for all of the systems that
will have a role in this project, some initial testing and a review of
the OSPA cloning utility.
Meeting Agency Payroll Needs - OSPS Help Desk
o New NACHA rules fueled the complete overhaul of our Direct
Deposit Enrollment form. We took this opportunity to approach the form
from an employee perspective and made significant formatting changes.
With help from some of our agency partners, we shortened this form from
four pages to just one. The new and improved form has received numerous
positive comments.
o While overhauling the Direct Deposit Enrollment form, we
relocated AccelaPay enrollment to its own form. We heard from agencies
that employees were unnecessarily completing the AccelaPay section on
the old form, thinking that they needed to complete everything on the
form. The new Pay Card Enrollment form isolates only the information
needed to enroll in AccelaPay.
o In March, we added a new payroll table to the Datamart. We
also worked with another division to develop three related repository
reports. The WORK_SCHED table deals exclusively with work schedule
information. It is designed to work in connection with other payroll
Datamart tables. See the March 2010 Training Newsletter for more

o OSPS received notification from U.S. Treasury that they will no
longer permit the purchase of paper savings bonds through payroll
deduction. As of January 1st, 2011, all savings bond purchases must be
made through Treasury Direct, and bonds will be electronic. Our plan is
to communicate directly with participant employees on September 1 to
inform them in advance of the change and give them the details they need
to set up personal accounts with US Treasury to continue the purchase of
savings bonds. Employees will be able to submit a direct deposit form
to their payroll department in order to send funds directly to their
Treasury Direct account. As of September 2010, agency payroll will
cease adding savings bond deductions into OSPA. With the close of
November 2010 payroll, OSPA will perform a final reconciliation of the
bond account. Additional information may be found at

o While reviewing report E311-018A Child Support by Agency, OSPS
staff noted the absence of case numbers or instances where the employee
social security number was being used as the case number. Child
support withholdings paid to the Oregon Department of Justice are
transmitted via a special ACH file format that includes the case number
for swift posting to the DOJ child support system. OSPS staff contacted
DOJ to learn the affects of the missing claim numbers and coordinated
with agencies where changes were needed. OSPS also presented this issue
at the June 3 OSPS Payroll Forum.

Hello Everyone,
OSPS has been working on a project to create electronic versions of
payroll reports and we are pleased to tell you that we are very close to
making these available to you. The reports are created as .pdf
documents and OSPS staff have been using the .pdf versions of all
central payroll reports for more than one year. This report version has
fully met our needs as well as saving time, paper and printing costs.
We've been working on the conversion of the payroll reports that we
provide to our agency customers. We have had a number of agencies
(large and small) testing these reports for us over the last few payroll
runs and the feedback has been very positive. So - we are ready to
start rolling this out statewide.
The first step is to meet with everyone to present this new way to
receive reports. We want to give you a demonstration of how you will
log in to the mainframe to pick up your reports and store them on your
local network. We will talk about access, security and compliance with
your archive requirements. We will show you the report formats and how
they can be quickly and easily searched to find a specific record or
element. We think you will be delighted with the ease of having your
payroll reports on screen and available to you at 7:00 AM the morning
after preliminary and final run.
We've scheduled two meetings one of which will have an iLinc session for
those outside of the Salem area. In an attempt to maintain a somewhat
equal size at each meeting so everyone can get their questions answered,
we would like to suggest the date that specific agencies attend. If the
suggested date simply does not work, we want you to attend the session
of your choice.
Both meetings will be held at DAS West, 155 Cottage Street NE in
Conference Room A on 2nd Floor.

PRPT Screen Change Effective 7/29/2010
Effective 7/29/10 the PRPT Agency Report Selection screen will look
different because of its new role in controlling the electronic
distribution of your payroll reports. A new column will be added to
indicate whether your will receive an electronic version of a report or
not.
If the PRPT screen currently shows that you were getting 1 or more
copies of a report, the new column will show "Y" meaning that you will
receive an electronic version of that report. If the PRPT screen
currently shows "0" for that report, we will log that as a "N" meaning
no report.
Agency payroll has been invited to informational meetings next week to
learn about electronic reports and how you will manage them. If after
that meeting, you decide that you want to receive an electronic version
of a report that you didn't previously get on paper, simply change the
"N" to "Y" on the PRPT screen. If you are satisfied with your previous
menu of reports, there is no need to make changes to the screen.

Subject: OSPS E-News ~ Changes to AccelaPay Overdraft Coverage

This e-mail does not require action on your part. We are simply
notifying you of a change in the terms of the AccelaPay card, which will
be effective August 15, 2010, in case you have questions from employees
who receive notice from U.S. Bank. If employees do contact you with
questions, please refer them to the U.S. Bank AccelaPay Visa card
Customer Care Center -- 866-363-4134.
Recent amendments to Reg E, the U.S. Electronic Funds Transfer Act,
require that financial institutions have consumers confirm their intent
to participate in, or opt in to, overdraft coverage associated with ATM
or one-time point of sale card transactions.
Currently AccelaPay cardholders might create an overdraft when they
"pay-at-the-pump" for gas or add a tip to a restaurant signature based
purchase. Under the current regulations, U.S. Bank covers the overdraft
and charges the cardholder a fee of $17.00.
Under the new regulations, the AccelaPay cardholder must specifically
choose to have overdraft coverage, with the accompanying fee. If the
cardholder does not choose overdraft coverage, US bank will not cover
the overdraft and cannot charge an overdraft fee on these transactions.
The exception is a recurring transaction, such as a monthly gym
membership debited to a prepaid card account, where the bank can charge
an overdraft fee even if the cardholder chooses not to opt in to
overdraft coverage.
Opting in to overdraft coverage will now be an optional service. For
cardholders that opt in to overdraft coverage, U.S. Bank may authorize
and pay ATM and everyday prepaid card transactions when there is not
enough money in the account, like the gasoline example above. This way,
cardholders may be covered for an unexpected emergency or avoid the
inconvenience of having their transactions declined. Cardholders may be
assessed overdraft fees if US Bank pays any overdraft item.
Beginning in August, US Bank will send AccelaPay cardholders a letter
with information regarding the option to receive overdraft coverage.
Cardholders will be able to opt in to overdraft coverage, which will be
effective August 15, by:
* Mailing or faxing an opt in form included with the letter
* Contacting a customer service representative
* Logging in to their account on www.accelapay.com
U.S. Bank will not provide overdraft coverage to any cardholder unless
that cardholder elects to receive such coverage. For cardholders that
decline overdraft coverage (or do not respond to the letter), U.S. Bank
will not authorize and pay ATM or everyday prepaid card transactions if
there is not sufficient funds in the cardholder's account. Cardholders
will not be assessed an overdraft fee.

Subject: FW: FMLA/OFLA policy revision
Your agency had the opportunity to review State HR Policy 60.000.15
Family and Medical Leave in May/June, 2010. Based on feedback and new
clarification in the law we have revised the policy again. As such we
are allowing a one week opportunity to look at the changes and make
comment. The policy was reformatted to include a shorter main policy
that applies to all FMLA and OFLA leave-types. Each leave-type is a
separate policy attachment. The policy also includes the reference
information to the US DOL's clarification of the definition of "son or
daughter" as it applies to an employee standing "in loco parentis" to a
child.
