Last week we notified you of upcoming changes to two forms: Direct
Deposit and Pay Card (AccelaPay) authorization forms. You can view that
announcement at the bottom of this e-mail.
We finished a bit earlier than expected. These two forms are now live
on the forms page of our Online Resource Center:

Subject: OSPS E-News ~ Upcoming Changes to Direct Deposit/AccelaPay Form
Due to changes in NACHA* rules, OSPS is changing Form OSPS.99.08, Direct
Deposit Authorization.
We've worked with several agency representatives to develop this form.
Main changes include:
-- Removing AccelaPay enrollment from this form, and creating a new form
just for AccelaPay
-- New mandatory international transaction certification
-- Including a way for an employee to cancel one deposit and start
another on just one form
-- Including an "old" and "new" amount line
-- Reduce the form from four pages to one
-- Comply with new DAS-mandated template format
-- Simplify language to be plain-language whenever possible
-- Build the form based on the employee's ease of use
We plan to have both of these forms "live" on our Web site by Friday,
6/4/2010. Please use up existing paper stock and if possible, hold off
on printing new forms until this goes live.
We will send another announcement once the forms are available on the
Web site.
OSPS wishes to thank payroll staff at DCBS, DHS, ODOT, Legislature, and
Corrections for their contributions to the success of this new form.
*NACHA is "NACHA-The Electronic Payments Association", formerly National
Automated Clearing House Association. They establish operating rules

Hello everyone,
In March, I alerted you of the finished business case, which detailed
the potential purchase of Oracle Enterprise Performance Management
System 11 (see below email).
As of June 1, 2010, the SCD has purchased System 11, including support,
under our current budget. This purchase has many benefits to the state:
* It allows for the statewide upgrade of all desktop versions of
Brio/Hyperion to the current supported Oracle product.
* Unlimited user access is provided through a single statewide
license; no additional license fees or software purchases are needed for
new users.
* Agencies will no longer receive and pay separate annual
Brio/Hyperion maintenance invoices for each of their desktop licenses.
Instead, DAS will pay all support/maintenance on behalf of the State of
Oregon through one central annual invoice.
* The state's financial community can continue to use the
estimated 50,000 .bqy files that currently exist - users do not have to
rebuild their queries.
* The current Brio/Hyperion infrastructure is maintained, thereby
reducing the costs to implement System 11.
* From an end user perspective, System 11 functions the same as
prior Brio/Hyperion versions, so no additional training is necessary.
* Increased compatibility - AJAX, Linux, XML, .NET, SOAP, J2EE,
WSDL, 64 bit support, etc.
* System 11 provides the potential for future expansion as a
statewide web-based application with additional audit capabilities.
The State Controllers' Division is currently in the process of
determining the best course of action to properly implement this upgrade
on a statewide level. I understand that all users will want to be
upgraded as soon as possible; however, we ask that you be patient as we
work through this process.

The purpose of this business case is to evaluate whether it is in the
best interests of the State of Oregon to acquire a single statewide
license for System 11 that would replace the nearly 700 existing
Brio/Hyperion desktop licenses. Oracle no longer supports the legacy
desktop licenses and has no plans to provide a software patch when
current users migrate to a new operating system beyond Windows XP. The
business case examines the pros and cons of the various alternatives and
recommends the purchase of the System 11 enterprise license without the
Web-based features.

Subject: OSPS E-News ~ FICA Tax Refunds

Hello Everyone,
You may recall an early-2009 OSPS project in which we refunded
over-withheld FICA tax to state employees who parked in state lots and
paid for their parking with pre-tax payroll deductions. The parking
deduction code had not been correctly configured in OSPA and the
affected employees were owed the excess FICA that had been deducted from
their pay. Because the employer matches the amount of FICA tax paid by
employees, we also owed refunds to the respective state agencies.
While the employees had to be refunded immediately, we had to wait to
make refunds to the agencies until we collected back all of the overpaid
tax from the IRS. At this time, that process is complete and we will be
making these refunds, along with the planned refund to agencies of
assessments and other charges paid to DAS.
On Friday June 4, a memo from DAS Director Scott Harra was sent to
agencies notifying them of the assessment refunds. The FICA refund
amounts were included in that memo. The memo also stated the DAS
Operations would be contacting each recipient agency to determine the
appropriate coding for the refund transactions.
This memo is to assure that agency payroll offices are informed about
the process to be used for the FICA refund. Please forward a copy of
this memo to your agency accounting office. Thank you.

We are still working with DAS Publishing and Distribution regarding the
challenges in providing our leave accrual reports. We have received
reports for 6 agencies and have distributed them. Reports for agencies
10000, 19700, 19800, 25700, 29100 and 63500 have been distributed and
are ready for pick up. We doubt that we will be given any additional
reports today, but we believe that they will be able to resolve this
issue over the weekend. We will distribute reports promptly on Monday
morning.
We sincerely apologize for this delay and for the inconvenience to

The state travel policy (Oregon Accounting Manual Chapter 40) defines
that the non-commercial lodging per diem is taxable income to the

Subject: OSPS E-News ~ OSPA Exception Reports Class

The deadline for registering for the OSPA Exception Reports class is the
end of the day on Friday, June 25. The class is June 29 from 8:30 am to
12:30 pm. It is a virtual class through iLincOregon. The audio will be
with a telephone conference call through iLinc.
We will look at sample exception reports and applicable OSPA screen
prints and decide why the employee is on the report and if we would need
to take action in OSPA to remedy the exception.

June Run 1 Microfiche
Microfiche production and mailing will likely be delayed by one day.
When OSPA attempted to FTP the June run 1 file to the microfiche vendor
on Friday night, their server was offline. Those issues have been
corrected and we have re-sent the June Run 1 information this morning.
They are in the eastern time zone and we anticipate that they may not
make the outgoing mail today.
New Codes MTL and MTM
We previously announced two new codes to be used to record the taxable
result of having been paid a non-commercial lodging per diem. Since
that information was sent, new comp objects have been established. We
are sending on the information that was provided by SFMS on the
establishment of the agency objects.
Subject: [SFMS-News] New Payroll Agency Objects May Be Required
The following D10 comp objects for payroll have been established in
SFMA. Agencies that require agency objects for expenditures will need
to establish a new D11 agency object that mirrors each D10.
