If you receive paper pledge forms, you are not expected to enter them into the CFD pledge system or enter them into OSPA. You may forward them to the CFD Campaign Management Team at 1410 SW Morrison St, Ste 501, Portland, OR 97205. The CFD office will enter them into the pledge system where they will become part of the upload that is done to OSPA for the payroll deductions. You may also forward them to the CFD Coordinator for your agency who may also be receiving paper pledge forms and can send them to the CFD Campaign Management Office. Please pass on this message to accounting and/or fiscal services staff at your agency who receive and use payroll labor cost distribution reports*. Labor Cost reports have been converted from paper to an online .pdf version. We want to identify and assist these report users to get them enrolled for access to the online report portal. To gain access to payroll labor cost reports online, please complete an access request form, have it signed by your agency payroll manager or other agency manager who supervises the payroll function. It is titled: "A Guide for State Agencies on Standard Language for PERS Subject versus Non-subject Salary for Arbitration and Settlement Agreement" The intent of this guide is to ensure that when drafting arbitration and settlement agreements that any intended payment will meet the desired outcome for both the agency and the employee/former employee. It provides situations and standardized language that will provided clarity as to whether the payment will be considered PERS subject or non-subject salary, and would then require the payment of PERS contributions or not. Additionally, any payments paid through the Oregon State Payroll Application (OSPA) need to be coded correctly to indicate for PERS reporting whether the payment is intended to be PERS subject or non-subject salary. For PERS subject salary agencies will continue to use OSPA Code "SAD". For non-subject salary agencies need to use the new OSPA Code "GSD".
