They are converting to electronic transactions through their "Treasury Direct" website. November paid December will be the last time that we process savings bond transactions through OSPA. Here are some updates on this project. 1. Participant notification. On September 3, 2010 we will mail letters to the home addresses of each current savings bond participant. The letter will inform them of the termination of the savings bond program and provide them with information about the US Treasury website "Treasury Direct" which they can use to purchase savings bonds and other securities. A copy of that letter is attached. There is a link in the letter to the OSPS home page where there is more information about the changes and links to Treasury Direct with resources that we believe will be useful to participants. We will provide each agency with a list of employees to whom this letter was sent. 2. Any state employee who enrolls for an account with Treasury Direct can set up a direct deposit transaction to send funds to the US Treasury to purchase their savings bonds. They need the account information first - then they can arrange the direct deposit through their agency payroll coordinator. 3. Effective September 1, OSPA will not permit a new savings bond transaction to be set up using deduction code SVNN. You will be able to change or delete existing transactions, but not set up new transactions. A: No, there are no changes to the payroll processing calendar dates for preliminary or final cutoff or payroll production. Q: Will OSPA be available to users on the closure days? Requests received before 2:30 p.m. on the prior Thursday will be replaced on the following Monday. Requests received after 2:30 p.m. on the prior Thursday will be replaced on the following Tuesday. Q: Some of the closed days are right after payday. What if one of my employee's direct deposit is rejected? When will the cash be returned so I can order a manual check? A: Deposits rejected by the receiving financial institution will be processed through Treasury and received at OSPS on the Monday following the closure day. OSPS will notify agencies of rejected cash early on Monday so that manual checks can be ordered that day. Q: If I send in a P370 right at deadline on the Thursday prior to an office closure furlough day and there are errors on the request that cannot be resolved by OSPS, when will I get the manual check? A: Normally you would get a check the next business day. In this case, that would be Monday. Q: Will there be a change in any of OSPS's scheduled trainings? A: No, there will be no change to the schedule of trainings or user forums. None of these events were scheduled dates that will now be closure days. Those reports are: * XREF46-D Manager's Register/Roster provided from both Run 1 and Run 2 * B470C Leave Accrual Transaction Register by RDC provided after Run 2 and Leave Accrual update. If you prefer not to receive one or both of these reports on paper because you have other means of providing this information to work units, please send a request for the cancellation of the paper version to OSPS.Help at DAS.state.or.us We prefer written requests, please. Before Run 1 processes, we recommend that you review your PRPT screen to verify that you are set up to receive .pdf versions of all the reports you wish to receive. If you want to receive the report, be sure there is a "Y" next to that listing. The "N" indicator means that no .pdf report will be provided. The XREF90- series labor cost reports and the B500 labor distribution remain on your PRPT screen and will temporarily continue to be printed and provided to agency accounting staff. The next phase of this project is to work with agency accounting contacts to begin providing these reports electronically. We plan to complete this phase by the end of October and will keep you informed about progress.
