The Leave Accrual in OSPA / LARS curriculum includes five modules: * Part 1, Overview of Leave Accrual in OSPA/LARS * Part 2, Leave Reports in OSPA/LARS * Part 3, Vacation Leave in OSPA/LARS * Part 4, Personal Business Leave in OSPA/LARS * Part 5, Compensatory Time in OSPA/LARS Once we know the business rules for this biennium, we will include another module on furlough obligation. These classes replace the seminar class - Leave Accrual Reports in OSPA. I believe that you will find the on-line classes have more "content" than the seminar class did. On average, each module will take between 30 and 60 minutes to complete. They each include information on screens, business rules and the accrual process. They do not include sound. The format includes information and examples followed by a review quiz for each section and a final quiz at the end of each module. When you complete a quiz, the screen will give you three options - review quiz, retry quiz and finish. The review quiz gives the question, your answer and the correct answer. You can retry the quiz as many times as you want. This link http://go.usa.gov/K9o will take you to the iLearnOregon log-on screen. After you log-on, iLearn will go to the curriculum in the Course Catalog. Enroll in the curriculum. When iLearn confirms the enrollment, it will display a list of the classes. Please do not try to correct 2009-11 LA and LZ balances in OSPA / LARS. With the June leave accruals, the application zeroed out the furlough balances for the 2009-11 biennium. As we receive notice of ratified contracts and the business rules for the 2011-13 biennium, we will update benefit packages and programming as needed and accrue new furlough obligations for employees in the affected benefit packages. The leave balances in LARS are current month. If you try to adjust the prior biennium balances, you will impact the accruals for this biennium. If you create a negative balance, it will reduce the employee's obligation for the new biennium. If you create a positive balance, LARS will not give the employee a new balance when we accrue the obligation for the new biennium. So far, we are aware that employees represented by the AFSCME central table can take furlough days starting in July and employees under AEE can begin taking them in August. OSPA will allow a negative LA balance. We will accrue AEE obligation balances during August accruals. We do not yet have a timeframe for AFSCME central table accruals. Last fall Sharon McKeehan (former OSPS Manager) began working on this project and secured a Willamette University intern to help gather information and statistics. The intern left and Sharon completed the initial Business Case documentation prior to her retirement this year. OSPS would like to share this initial version of the business case for Electronic Distribution of Payroll Payments and W-2's with our customers and stakeholders within State government. We hope to convene a small representative group of state agency payroll and finance staff to vet the Business Case. Our primary goal for this vetting process is to seek greater understanding and clarity of the cost estimates and savings, get a critical review of the assumptions, and to solicit ideas about improvements and next steps. We plan to use the work from this vetting process to add to and refine the Business Case into the next version that will lead to a decision toward implementation. We plan to have the 9/16 furlough printed on the September timesheets. The fixed furlough forecast logic will remain the same using the Holiday CD (found on the P030). If you are continuing with the same fixed furlough or floating furlough for your agency as last biennium, then there is nothing you need to do. If you want to change from fixed to floating or floating to fixed then you will need to change the Holiday CD. Below are the PPDB codes used. If you have any changes that results in printing the fixed furlough day on the timesheet you will need to have that changed by the end of work day tomorrow (Wednesday, August 24th). Katherine Bremser Training Coordinator Oregon Statewide Payroll Services State Controller's Division Department of Administrative Services 503-373-0738 Online Resource Center: http://oregon.gov/DAS/SCD/OSPS/ Data Classification: Level 1 - Published From: FOREST Cynthia L * HRSD HRMC Furlough Obligation Update: The Mandatory Unpaid Time Off (MUTO) Acknowledgment Form and the Furlough Obligation Chart are now posted on the HRSD website at: http://www.oregon.gov/DAS/HR/Reductions.shtml. The MUTO Acknowledgment Form outlines the conditions associated with taking mandatory unpaid furlough days. All employees must sign this form. The agency may also use this form as a request form for floating furlough days, unless a collective bargaining agreement indicates another process. The Frequently Asked Questions have been disabled while being revised. They will be re-posted within a week. The Cost Reduction Directives Policy remains in effect, but it is being updated. Until the Cost Reduction Directive is updated we are making an exception to allow management service, unrepresented and unclassified service employees to take up to two furlough or furlough/closure combination days per week. Collective Bargaining Agreements contain furlough/closure information for represented staff. We will update you as more information becomes available. URL: From osps-news at listsmart.osl.state.or.us Wed Aug 31 13:30:25 2011 From: osps-news at listsmart.osl.state.or.us (Announcements from OSPS to the users of the Oregon State Payroll Application) Date: Wed, 31 Aug 2011 13:30:25 -0700 Subject: OSPS E-News ~ Stale Dated Check Deadline Approaching Message-ID: As a reminder, we are fast approaching the deadline of September 15, 2011 for having completed the "Due Diligence" portion of our responsibility to attempt to locate the owners of stale dated checks. These checks will become unclaimed property if not claimed and cashed. Any stale dated check over $100.00 needs to be researched for the owner, via internet, telephone directory, etc. If the owner is not able to cash the original check, a replacement check can be requested. If the owner is a current employee there is a contact established and the check is not considered unclaimed. Contact the employee and/or supervisor to have the check replaced. There is no amount limit for a current employee requiring all checks to be replaced or a correction made. The deadline for reissuing stale dated checks is October 1, 2011. If a check needs to be rewritten, please send to OSPS with the appropriate form no later than October 1, 2011. Please send me a copy of your original list with notations regarding the results of your efforts and sign. If you have misplaced your report, let me know and I will send you another copy of the report.
