Please review your CFD reports in your PFD Quarterly and Yearly Reports menu. You may have all the below reports or you may just have a couple of them depending on the type of deductions your agency has. There are two reports for Monthly deduction and two reports for One time deduction. This is because we use the spreadsheet from CFD for the Input report and the For Processing report is what we actually processed. In most cases those reports are the same. If you have a report that says Job not Found, then that is an employee who terminated before 12/1/11 so we excluded them from the upload. This message means that the employer-paid administrative fee to PEBB for flexible spending account(s) is missing from your employee's deduction screen. PEBB.benefits has not yet interfaced this to OSPA. Once that happens, the message will only display for new exceptions going forward. PEBB does not yet know a timeframe for this to occur. Again, this is a non-fatal error. It will not impact your ability to pay your employee correctly. The Federal Family and Medical Leave Act (FMLA), state workers' compensation laws, and state law relating to military leave require an employer to continue to pay its portion of an eligible employee's insurance premium payments under certain circumstances while an employee is on these types of leaves. Each employee is required to pay 5% for the core benefit plan premium (health, dental, vision, and $5,000 life insurance) plus 100% of any surcharges associated with the employee's plan (HEM, tobacco, spouse). If an employee is in a leave without pay status, whether by choice or because they have exhausted their accrued paid leave, the employee is still responsible to pay their portion of the premium, any surcharges associated with their plan, and optional insurances. This letter provides instruction to the employee on how to make payments for their core insurance benefits and their optional insurances The letter requires the agency to fill in dates and amounts before sending it to the employee. If you have employees who are currently on LWOP and in a protected leave you need to send them a letter also. Because January is so close, the agency may need to make the employee's portion of the insurance premium, for the January insurance and come to an agreement with the employee as to how the agency will be reimbursed. Please contact DOJ (at your agency's cost) for assistance with collecting from an employee who is currently on LWOP and protected leave. As of today, extension of this employee tax reduction has not been passed. If Congress fails to pass an extension prior to December Run 1 (December 27, 2011) the employee rate that will be applied for December paid January will be 6.2%. Should the extension be passed prior to December Run 2 we will update the OSPA tax table to reflect the change back to 4.2% for the December wages paid in January so they can be recomputed for the employee at that time. SEIU represented part-time employees that participate in the full-time insurance plans will also be eligible to receive a pro-rated amount of the $40 subsidy if their base salary rates are below $2,817. PEBB Plan Year programming went into production on November 25th, prior to the CBA eligibility change being negotiated, so OSPA is not programmed to do this calculation for December's pay period. We are working with DAS Labor Relations to determine the eligibility requirements for part-time employees who select full-time insurance plans at this time. Once the criteria has been defined, OSPS will share that with agencies and begin programming for OSPA. We do not anticipate these things being accomplished in time for the December Run 2 processing. Please let your employees that qualify as "part-time with salary value of less than $2,817" that if they are entitled to any proration amount of the $40 subsidy they will receive it but not with their December paid January payroll. Our understanding at this point is that this change for the application of subsidy regarding part-time employees only applies to SEIU represented staff. Thank you. Problem: The application of the $30 and $40 subsidies for low salaried employees was not computed in the paychecks for part time employees buying up to full time insurance. The Letter of Clarification for Part time Employees, signed 11-21-11 for SEIU, in Section 2 required an interpretation from LRU for two issues that were not identified in time to run payroll. Accordingly, part time employees buying full time insurance will likely have a lower net pay than they should. Solution: The interpretations from LRU have been supplied to OSPS, and adjustment instructions will be sent to agency payroll offices in early January, 2012. Agencies will be able to make the appropriate adjustments to the limited number of employees to whom this issue applies, and they will receive their additional amounts in the second run of December, 2011 payroll run in January, 2012. We anticipate that employee representatives may receive a number of telephone calls as a result of this issue. Please know that we addressed this issue as soon as it became known.
