Effective with the July 1, 2011 payroll, the State will not deduct payments from employees who are "fair share" contributors to the union. For all employees who are full members, their membership dues deduction payments will continue through payroll deductions. OSPS is working with DAS Labor Relations to identify affected CBA units so we may zero out employee fair share deductions beginning with the July 2011 pay period. This change will not be done in OSPA until just prior to preliminary run 1. We will provide a list of the collective bargaining units that have had their fair share deductions turned off at that time. Wages, hours, current benefits (e.g. PERS, Insurances, etc.), step increases, and leave accrual provisions remain in effect during this period. Please contact your agency Human Resources for questions specific to a bargaining unit in your agency. In order to differentiate between represented members and represented fair share employees, we will be adding plan codes 111 (dues) and 112 (fair share) to the PTD2 Payroll Deduction Table screen for the TDNN. We will then run a program to automatically assign one of these plan codes to the existing OSPA TDNN deductions. If you have SEIU fair share deductions, please have them entered before 3:00 PM today. After that time we request that you do not enter any TDNN deductions. Beginning Wednesday, July 20th, you will need to use the appropriate plan code when entering a TDNN SEIU Issues deduction in OSPA. (Attached is the original OSPS-News Labor Cost information request.) If you did not provide OSPS one-to-one labor cost changes to upload for your agency then only the biennium indicators will be changed from AY 11 to AY 13 for your agency. Any additional changes after tonight will need to be processed manually within PPDB. Labor cost coding that is already updated to AY 13 in PPDB will not be included with the mass change processing tonight. Since this is being updated as a mass change, agencies have the option of printing the Position Control (PC) forms for the position changes or the personnel actions (PA) turnaround forms for the employees. Agencies can control the printing of these PC or PA forms on mass changes through specific report option codes on their agency table (PBAG) on the PPDB system. Report Option Code 'M' - controls whether Personnel Actions (PA) will be printed for the employee updates. * If your agency does not want PA's printed for the employee labor cost changes, Report Option M needs to indicate a 'N' on your agency's' PBAG screen; * If you want PA's to print, Report Option M will need to be a 'Y'. Report Option Code 'N' - controls whether the Position Control (PC) forms will be printed for the position updates.
