We recently sent our each agency's draft worksheet with narrative and totals to have you validate the information. It has been interesting to learn at a detail level, the work that goes on in agency payroll offices to get payroll documents into the hands of employees on time - even when the employees are all the way across the state! A second step is to determine the amount of time it takes you each month to respond to employment verifications. Whether they are phone calls asking for a simple verification of employment and start date or forms that have to be completed with salary history, we are interested in knowing how much time this takes you each month. If you do not see this report under your Quarterly and Yearly Run menu, then you do not have any stale dated checks. Prior to OSPS reporting these checks as Unclaimed Property to the Division of State Lands, state agencies must exercise due diligence in an effort to find the rightful owner of the check (reference ORS 98.352). Your goal is to contact the payee, request that they cash the check or assist them in completing a Lost Check Replacement Form. Agencies Due Diligence Responsibilities * Required for checks with a value of $100 or more (highly recommend for all checks) * Required for all current employees regardless of the amount of the check. (You cannot turn over to State Lands if a current employee or vendor/Agency) * Make at least one attempt to contact the owner of the check no later than September 15, 2011 * You may not charge the check owner for your efforts Effective Methods to Locate Payee if Not a Current Employee * Phone directories * Internet * Letter to last known address * State records Retain Documentation of Your Efforts * Keep records of your search for 5 years * Document phone calls to or from the payee * Letters to or from the payee * Returned mail By September 15, 2011, complete your due diligence in attempting to locate the owner of the check. If a check needs to be cancelled or rewritten, please send to OSPS with the appropriate form prior to October 1, 2011. The payroll application must be offline while OSPS, HRSD Systems and Services (PPDB), and Public Employee's Benefit Board transfer approximately 4,000 employee records from agencies 10000-DHS, 10700-DAS, 44000-DCBS, and 44200-PHPP to the recently established Oregon Health Authority (agency 44300). We will bring OSPA up as soon as this conversion is complete, which we are anticipating to be no later than 1:00 pm on Friday. We have scheduled two manual check processing runs for Thursday, June 30th. The normal morning run with check request submission cut off of 12:00 noon and the second run with a 2:30 pm cut off so checks will be ready for pick up by 4:00 pm. The afternoon run will allow agencies to submit additional P370 check requests because OSPA will not be available Friday morning to print P370 screens. We have also scheduled a late manual check run for July 1st, after the payroll system is back online to assist in getting out any additional pay day checks that needed to be rewritten. The check request submission cutoff will be 2:30 pm so checks can be ready for pick up by 4:00 pm. Hopefully, the additional late check processing runs on June 30th and July 1st will be enough to meet manual check processing needs for your agency. OSPS apologizes for the inconvenience having the system offline may create for agency payroll especially with July 1st being a pay day as well as the beginning of the new biennium. The change of biennium is one of the reasons these employee transfers need to occur July 1st. The positions need to be abolished from the losing agencies and established under agency 44300 for the budget structures. To do so, we must have your instructions by Thursday June 30, 2011. Changes will be uploaded to the personnel system (PPDB), and then into the OSPA. Changes will be effective in both systems July 1, 2011, for the payroll period July paid August 2011 (actual pay date 8/1/11). Formatting Your Request Please use the following format for your requested changes. Please do not insert spaces or hyphens between numbers. 12 digit cost structure consists of 2-digit Appropriation Year(Y), 5 digit PCA (P) and 5-digit Index (I) Old 12 digit cost structure a New 12 digit cost structure Example: YYPPPPPIIIII a YYPPPPPIIIII We are also able to process biennial indicator "blanket changes": Example: 11XXXXXXXXXX a 13XXXXXXXXXX If your request is simply to change the biennial indicator from 11 to 13 on all employee records, you may make that request in an e-mail. If you have a number of cost structure changes to be made, our preference is to have them in an Excel spreadsheet attached to your e-mail. Default Process OSPS will send a reminder on or about June 20 about the deadline for submitting crosswalks for 11-13. The payroll application must be offline while OSPS, HRSD Systems and Services (PPDB), and Public Employee's Benefit Board transfer approximately 4,000 employee records from agencies 10000-DHS, 10700-DAS, 44000-DCBS, and 44200-PHPP to the recently established Oregon Health Authority (agency 44300). We will bring OSPA up as soon as this conversion is complete, which we are anticipating to be no later than 1:00 pm on Friday. We have scheduled two manual check processing runs for Thursday, June 30th. The normal morning run with check request submission cut off of 12:00 noon and the second run with a 2:30 pm cut off so checks will be ready for pick up by 4:00 pm. The afternoon run will allow agencies to submit additional P370 check requests because OSPA will not be available Friday morning to print P370 screens. We have also scheduled a late manual check run for July 1st, after the payroll system is back online to assist in getting out any additional pay day checks that needed to be rewritten. The check request submission cutoff will be 2:30 pm so checks can be ready for pick up by 4:00 pm. Hopefully, the additional late check processing runs on June 30th and July 1st will be enough to meet manual check processing needs for your agency. OSPS apologizes for the inconvenience having the system offline may create for agency payroll especially with July 1st being a pay day as well as the beginning of the new biennium. The change of biennium is one of the reasons these employee transfers need to occur July 1st. The positions need to be abolished from the losing agencies and established under agency 44300 for the budget structures.
