Sandy Ridderbusch, Manager-Oregon Statewide Payroll Services / State Controller's Division - (503) 373-0198 Visit Our Online Resource Center: http://oregon.gov/DAS/SCD/OSPS To Payroll and Human Resource staff: Because of the timing of the ratification of Collective Bargaining Agreements (CBA), effective dates for furlough obligations and the loading of furlough obligations in OSPA, agency payroll may need to manually adjust the furlough obligation for some employees. When OSPA loads the furlough obligation, it uses the employee's salary that is in effect on that date. This means that some employees may have an incorrect furlough obligation balance due to a salary change between the furlough effective date and the leave accrual date. September 12, 2011, statewide payroll loaded furlough obligations into the payroll system for management, unclassified and unrepresented service employees, and represented employees whose Collective Bargaining Agreements were ratified. OSPA used the salary in effect on September 12, 2011. August 1, 2011 is the actual date to determine the employee's tier and furlough obligation for management, unclassified and unrepresented employees. The effective date of each applicable collective bargaining agreement is used to determine the represented employee's tier for their furlough obligation. OSPA will continue to load new furlough obligation balances as CBA's are ratified. Currently, OSPS is planning to load the furlough obligation for AFSCME Department of Corrections' employees on October 11, 2011. Represented employees for military, firefighters, criminal investigators and Oregon State Police will be loaded as those contracts are ratified. For any of these furlough obligation loads, agency payroll staff may need to make manual adjustments due to a salary change between the effective date for furloughs and the obligation load date. Employees' furlough tier obligations are set at the respective CBA effective date for represented employees, and on August 1 for management, unrepresented and unclassified service. An employee who is represented but promotes into management, unrepresented or unclassified service before the CBA is in effect, has his or her furlough tier set upon promotion. Obligations will remain the same during the course of the biennium. No adjustments will be made for future promotions once the obligation has been set. To: Agency Payroll You are receiving this notification due to changes occurring in available services associated with the U.S. Bank AccelaPay Card program. As you know, the state offers the AccelaPay program as an option for state employees to receive payroll electronically. AccelaPay cardholders should have recently received information about the discontinuance of bill pay services associated with the card. This communication is simply to make agency payroll staff aware of the program changes and offer some background related to the discontinuance. If cardholders have any questions regarding any of these changes, please have them contact the AccelaPay Customer Care Center at 866-363-4134. If your agency payroll staff has questions surrounding the program, please contact Katherine Bremser at Oregon Statewide Payroll Services. As background, Congress passed the Durbin Amendment to the Dodd-Frank Act in 2010. The amendment, also known as the Wall Street Reform and Consumer Protection Act, addressed regulation of interchange charges associated with debit card issuance and usage. The Federal Reserve Board issued its final rule implementing the Act on June 29, 2011. The legislation and Federal Reserve rule are both complex and some uncertainty remains surrounding interpretation of certain aspects of the rule. Nonetheless, the ability to offer bill pay functionality on prepaid debit cards appears to be one of several results with a direct impact on the State of Oregon AccelaPay Card program. Effective November 8, 2011 AccelaPay Cardholders will no longer be able to utilize the current online Bill Pay feature that has been offered to cardholders in the past as part of the program features. What this means to Cardholders that opted into Bill Pay Service: * They will no longer be able to initiate new payments, continue to send any recurring payments or receive electronic bills (ebills) using this feature. * Any one-time or recurring bill payments they may have set up with a payment date of November 8th or later will not be sent. Cardholders are responsible for these payments and any associated fees if they fail to cancel these payments or make other payment arrangements.
