We put the letters, which include a list of the current authorized signatures for each agency, in the shuttle today. The letters contain a form to sign and return if the authorizations are current. If they are not, you must complete and return a new Form 75.45.01 Authorized OSPA Signatures. Please send either response to OSPS by September 27, 2011. Except as noted below, current authorizations will not be honored after October 3, 2011. The class will go from 8:30 am to 12:30 pm. There are two sections. The physical classroom session (Number 1) will be in the SFMS Conference Room, 1st Floor, Executive Building, 155 Cottage St. NE, Salem. There is also a virtual classroom session through iLincOregon (Number 2). For the audio portion of the virtual session, you can use either a telephone (allows you to participate orally) or computer earphones (limits participation through chat). This is an informal class where students will work with sample registers and some screen prints to identify what happened over a period of time and if anything needs to be changed in OSPA. Current access to OSPA is not required. You will need a basic knowledge of the payroll calculation, taxes and retirement calculations and employee benefits. Because the class assumes a basic familiarity with the information contained on the register, the on-line class, Reading the OSPA Payroll Register is a required pre-requisite. It is available through your home or work computer in iLearnOregon (http://go.usa.gov/8xo ). It takes 30-60 minutes to complete. I will confirm that you have completed the class prior to the end of the day on September 27. You may find two other on-line classes helpful: Calculating Federal Income Tax Withholding in OSPA (http://go.usa.gov/8xF ) and Calculating Retirement Contributions in OSPA (http://go.usa.gov/8xL ). We expect the rate to remain at 6.33% through June 30, 2013. However, we will continue to monitor the cash collected each month and reserve the right to adjust the contribution rate at any time to ensure cash is available to pay debt service when due. During the budget development process a fixed dollar amount is included in agency budgets rather than allowing the assessment to fluctuate with payroll changes. By doing so, we ensure the budgeted debt service, in total, precisely matches known debt service requirements. However, during budget execution, we collect the POB assessment as a percentage of payroll. This allows the assessment to qualify as an allowable cost for all federal program and grants where payroll charges are a part of the grant funding. OSPS has been notified of the rate change effective for payroll beginning 11/1/2011, paid 12/1/2011. They will implement it effective that date.
