Employee net pay negatives / overpayments are one of the items to monitor closely and to process before November run 2. Your electronic reports for November run 1 include the E260-200 Net Pay Negative Report, which lists employees who have net pay negatives from prior pay periods that did not clear in November run 1. Review this report and make any needed entries for November run 2. Here are some things to consider: If the employee will not repay all or part of an overpayment in the same year that the overpayment occurred, the amount still owed is taxable to the employee for that year. This is because the employee received and had use of those funds during the year (constructive receipt). The timing and circumstances of the repayment dictate how to handle the overpayment at year-end. If the employee has a net pay negative from a prior pay period and you are certain that December run 1 wages will cover it, allow OSPA to make the normal deduction. We will not do a corrected W-2 for either 2012 or 2013. If the employee has a net pay negative in OSPA after November run 2 and will not have enough wages to cover it in December, reverse the entries that created the remaining negative. Work with your agency's accounting staff to set-up an account receivable for that amount. The employee's W-2 will include the amount the employee has not repaid. Request a corrected W-2 (W-2c) for the year of the overpayment when the employee has repaid the remaining amount. If your agency has already reimbursed the joint payroll account for a 2012 overpayment that the employee will not repay by December 31, 2012, the employee's 2012 W-2 will not be correct. When you receive the W-2's for this year, pull the employee's W-2 and request a corrected W-2 for the amount of the overpayment still owed at year end. If a repayment plan crosses tax year, request a corrected W-2 for the year of the overpayment when the employee has repaid it. PSS will request a refund of social security and Medicare taxes on behalf of the agency. On the transactions interfaced as "changes" some of the plan codes went from 100 to 600 or from 600 to 100 on employee P070 Payroll Deduction screens. The ones that went from 600 to 100 became subject to the OSPA maximum deduction limits. A few exceeded these limits and the deduction amounts were reduced on November Run 2. We, our programmers, and OSGP are working urgently to identify the issue in order to correct the employee deduction records. Please do not make any changes in OSPA to any DCNN P070 deductions at this time. We will let you know as soon as we have identified the solution and what, if any, steps will need to be taken. PERS Oregon Savings Growth Plan (OSGP) has identified 17 employees who had plan changes affecting their Deferred Compensation contributions during the November Run 2 payroll processing. OSGP is working with their programmers to make the changes necessary to avoid this issue going forward. System Update ? HEM Incentive Issues Importance: High Hello, An issue was found yesterday with the Providence Plan Default file. Out of the 10,892 records that needed to be processed due to non-completion of the Health Assessment, only 3,813 records were processed. The issue has been resolved and the rest of the Providence file as been processed in PDB to move members to the higher deductible plan. OSPS: You will see more rejections. We will be looking into why so many records are rejecting and not updating p070 and p050 as it should be. Please continue to work on your rejections to ensure both PDB and p070 are in sync. PEBB is currently sending out reports for your agency to identify: 1. Which of your employees should receive a HEM incentive for 2013 due to current status in PDB 2. Which of your employees defaulted to the higher deductible medical plan due to no action during Open Enrollment. More reports are scheduled to go out as soon as we have them available. We are aware of a few issues with the HEM incentive: New Hires ISSUE: PDB Member Module is allowing newly eligible employees when enrolling online to select the 2013 HEM participation. DIRECTION: Please have these newly eligible employees select ?YES? to HEM. If the employees select ?NO?, they will not be given any tiers to select and will need to go back and select ?YES? to HEM to move forward. RESOLUTION: PEBB will allow the newly eligible employees selecting HEM participation to receive the incentive, until we are able to run a process to remove the incentive prospectively. (Employees will not repay the incentive payment). We are hoping to secure additional resources with our programmers to complete this task by 1/11/13. Duel PEBB Covered members participating in HEM ISSUE: Duel PEBB covered members participating in HEM will be receiving an incentive per each person. Since 2010, a payroll tax holiday has been in place that reduced everyone's annual Social Security payments from 6.2 percent down to 4.2 percent. Lawmakers in Washington have discussed extending this tax cut, which ends on December 31, but have not been able to agree on this or many other issues related to the "fiscal cliff." The people who run the State of Oregon's payroll system needed to know by Monday whether or not the payroll tax holiday would be extended through next year. Without word from Washington that the holiday was being extended, they had to program the payroll system to reflect the increased Social Security rate of 6.2 percent. We will all see this change in our January paychecks. (If Washington decides at a later date to re-extend the reduced rate, Oregon Statewide Payroll Services will work on a process to assist with getting the 2% back from Social Security to employees.) This means that employees will see an approximate 2 percent reduction in their January take-home pay, as Social Security tax withholding bumps back up to 6.2 percent. The reduction will remain in place unless officials in Washington agree to extend the payroll tax holiday. This affects every American, whether they work in the private or public sector.
