PEBB is still in the process of testing the changes on P.B and the payroll system that were necessary for insurances under Plan Year 2013. Until the testing is completed and verified we cannot bring the Open Enrollment data into OSPA. We also cannot allow the regular daily files from P.B because the daily files could include changes to employee 2013 plan selections. We are hopeful that PEBB will have their testing finalized within the next 2-3 weeks. At that time we will reactivate the P.B interface process into OSPA. We heard many of you had concerns about staff taking both July 4 and July 5 off for a four-day weekend which would leave little time to process your exceptions before the final June 2013 Run 2 cutoff. We talked with the programmers and with SFMS and we were able to push back the final cut off by one day. June Run 2 final cutoff is now 7/9/2013. The new codes, like the existing ones, have the same medical and life insurance coding logic for the deductions. The only difference is that the higher deductible medical and tobacco users life insurance deduction codes end with SC instead of NN. Examples: PEBB Statewide Plan is SWNN (PSWP). The higher deductible PEBB Statewide plan is SWSC (PSWP 350). Employee Life Ins plan is UANN (EMP LF/30-34). Tobacco User Life Ins plan is UASC (EMP TB 30-34) The rates for PEBB Plan Year 2013 have also been updated for medical, dental, and life. Be sure to use the correct rates when forcing insurance for either Plan Year 2012 or 2013. We have also updated all the benefit packages with the new gross pay adjustment pay type code for the Health Engagement participation. The new code is HEM (HEM INCENT). Happy Wednesday before Thanksgiving Day. As you know the PEBB.Benefits interface to OSPA has been closed since October 31st, 2012. During the month of November you have had to make manual entries for insurance deductions on the P070 screen, that were a result of plan changes or new employees. If you have any remaining November insurance entries you will need to have them entered before Payroll closes on Monday night, November 26th. Remember to use the 11/30/12 date on the PTD2 screen (PTD2 SWNN 113012) for Plan Year 2012 insurance rates when using an ADJ code on the P070 screen. If you allow the 999999 default, the PTD2 will display 2013 rates. Entering it before payroll closes will cut down on having to make corrections afterwards. We appreciate your efforts in getting through this time of year. At this time we project that several OSPA rejections will occur. These will reject for various reasons due to the mismatch of information between PDB and p070. Here are some examples of why the OSPA rejections occur: 1. Effective dates/End dates do not match 2. Plans do not match 3. Plan tiers do not match 4. Missing plans in one of the systems (p070 or PDB) 5. System issues (VSP issue ? PEBB has not yet had a chance to review these, but you can review the entire record now that Open Enrollment is closed and let us know if there is anything we need to correct in PDB) 6. Manual p070 entries being made during the time the interface was closed 7. Retro changes in PDB Please use the attached guide to help you understand the rejections and what you need to do on your end to clear them. These include the 2012 maximum amounts for the Oregon Savings Growth Plan (OSGP), PEBB Flexible Spending Accounts (FSA) and social security. Oregon Savings Growth Plan: Please call Kathy Gannon at OSGP (503 378-5798) if your agency has employees retiring on 12/31/12 and are close to the 2012 deferred compensation maximum contribution limit of $17,000 (plus $5,500 for the catch-up contribution for employees over 50). This will help prevent a possible over-deferral for the 2012 tax year. In addition, before the end of the year, OSGP will run an audit report for employees who contribute to both the Roth 457 IRA and the traditional 457 deferred comp. They will look for employees with combined contributions that may exceed the maximum for the tax year. PEBB Flexible Spending Accounts: PEBB will run a report for employees who may exceed the maximum annual contribution amount for either the Health or Child Care FSA's ($5,000 for each). Watch for the reports from PEBB and process according to their instructions. Social Security Taxes: For 2012, $110,100 is the maximum wage that is subject to social security. If you need to reverse a check or stop an ACH and re-write a November payment, determine if the employee has reached the maximum. If so, check to see if you need to recalculate the social security subject wages and taxes.
