Here are a few quick tips to help you make the right decisions at year end. See our full year end process guide online for more detail. Termination or Transfer? If your employee is leaving state service, s/he is terminating. These wages need to reflect in the 2013 tax year. Set P010 final check dates for December. You cannot set P010 dates for transferring employees in the month of December. NOTE: In order to set December final dates on P010, your personnel shop must enter the terminating PA. If they haven't done so by the time you order your final check, set up a pending folder so you can keep checking for when they do. If personnel has not finalized the termination PA by December Run 1 prelim (12/23/13), send the EINs and final dates to the OSPS Help Desk for processing. We will process them for you and notify your personnel shop of our intervention. Check for Annual Maximums For employees terminating in December, you may need to hand-adjust deductions that have an annual maximum. OSPA normally calculates December into the new tax year, so it will not alert you to conditions that would cause an overpayment for annual limit deductions such as OSGP, FSAs, and the Social Security wage base limit, to name a few examples. Capture Taxable Expense Reimbursements Work with your accounting section and affected employees to capture all taxable reimbursements at year end. Legislatively Required Leave (LR) - House Bill 3263 made changes to ORS 659A.270, ORS 659A.285 and ORS 659A.290. Legislatively Required Leave provides up to 160 hours of employer-granted paid leave per calendar year for an eligible employee who is a victim of domestic violence, a victim of harassment, a victim of sexual assault or a victim of stalking. All other forms of paid leave must be exhausted prior to use of the additional 160 employer paid leave hours. Eligible employees, per ORS 659A.270, have worked for the employer 180 days prior to the date the leave would commence and worked an average of 25 hours per week. This pay code will be tracked similar to FMLA/OFLA. HR offices will be working with payroll offices to let you know of the hours granted for this leave code. This pay code will behave similar to GL. The balance will be negative with a 160 hour cap. The hours will clear on every December leave accrual. For Senate Bill 1 - Veterans taking the Veteran's Holiday on a different day, OSPS recommends using the pay code "HU" for this purpose. HU - Holiday Use. Paid leave for specific holidays when leave is taken on another day. These employees ePaystub profile status is current and they can still access to their pay statements electronically. You may choose to distribute or not to distribute the "extra" paper paystubs. This same system glitch prevented the printing of 33 paper paystubs that should have produced. OSPS will contact the 12 agencies impacted and provide the specific detail to them directly. The programming issue has been identified and will be corrected prior to the next payroll run. We apologize for the inconvenience this has created for our customers.
