OSPS wanted to send a couple of reminders for this month to mark on your calendars. Our next forum will be Wednesday July 17th from 2-4pm. We will send out an agenda as we get closer. Also ePaystub is in full rollout mode and the training we have on July 16th is already booked. Another class has been added on July 11th from 9 - 11. Anyone interested should contact Kari Kampert (kari.kampert at das.state.or.us) at 503.373.0252. The other upcoming training on July 12th (Problem Solving with the Payroll Register) has been cancelled. As most of you are aware of Katherine Bremser retired at the end of March but graciously stayed on for three additional trainings to help us with this transition. Katherine's final training was last week. I'm sure all of you know what a tremendous asset she has been to our group and the state as a whole. If you have any questions about this or anything else please contact our Help Desk at 503.378.6777 '0' or by email osps.help at state.or.us. If you do not see this report under your Quarterly and Yearly Run menu, then you do not have any stale dated checks. You will notice some changes to this year's report. We have added a couple of columns that indicate if the payee is still an active employee and what their current agency number is. This was done to help you in your due diligence requirements regarding these checks as described below. Prior to OSPS reporting these checks as Unclaimed Property to the Department of State Lands, state agencies must exercise due diligence in an effort to find the rightful owner of the check (reference ORS 98.352). Your goal is to contact the payee, request that they cash the check or assist them in completing a Lost Check Replacement Form. Agencies Due Diligence Responsibilities * Required for checks with a value of $100 or more (highly recommend for all checks) * Required for all current employees regardless of the amount of the check. (You cannot turn over to State Lands if a current employee or vendor/Agency) * Make at least one attempt to contact the owner of the check no later than August 30, 2013 * You may not charge the check owner for your efforts Effective Methods to Locate Payee if Not a Current Employee * Phone directories * Internet * Letter to last known address * State records Retain Documentation of Your Efforts * Keep records of your search for 5 years * Document phone calls to or from the payee * Letters to or from the payee * Returned mail By August 30, 2013, complete your due diligence in attempting to locate the owner of the check. If a check needs to be cancelled or rewritten, please send to OSPS with the appropriate form prior to September 16, 2013. Also, no later than September 16th return a copy of your original list with notations regarding the results of your efforts. If you have any questions regarding the list, appropriate forms, timelines or responsibilities please contact Matthew Riley, OSPS Application Analyst at 503-373-0254 or by email to Matthew.Riley at State.OR.US Thank you for your cooperation and attention to this annual task. June leave accrual generated some errors which OSPS has been working to fix over the past few days. Personal Business (PB), Straight Time (ST) and Additional Vacation (VF) were the three Pay Type Codes affected. When will OSPA be updated? OSPA has been updated. The P430 & P435 under the "FWD" section now shows the corrected ending balance for the above three Pay Code Types. Are the leave accrual reports going to be updated? - Yes. The online reports were updated and OSPS was able to verify the central B470D & B470C OSPS Leave Accrual - Detail Transaction Register reports. The updated leave accrual reports have a date of 07/13/13 on them now. Agency online reports were updated as well. OSPS recommends you download all your leave accrual reports. Will the Datamart be updated? Yes. OSPS verified that the Datamart was updated with the corrected information. What will employees see on their July paid August paystub? OSPS is currently working on this fix. We will update agencies once the fix has been tested. The goal is to have the correct leave information on their August 1st paystubs. Please send any questions or issues to the Help Desk with the section of the report along with a description of what is identified as incorrect. OSPS appreciates your patience during this time. OSPS has been made aware of an email circulating amongst agencies regarding ePaystub and HB2207 that mandates direct deposit for State of Oregon employees. There were two items mentioned in that email that OSPS wanted to point out: 1) November 1, 2013 will be the first paperless paystub. That means October 1st/15th will be the last time anyone that has net pay Direct Deposit will receive a paper paystub. Anyone who gets a paper paycheck will continue to receive it. 2) A Temporary Administrative Rule is being written to provide guidance on the implementation of HB2207. The temporary rule will be in place by November 1, 2013 and allow for agency input for the permanent rule. That means this rule will help define what an allowable exception will be to not enroll in direct deposit. Thanks, OSPS From: das_ppdb_group-bounces at listsmart.osl.state.or.us [mailto:das_ppdb_group-bounces at listsmart.osl.state.or.us] On Behalf Of PPDB related information Sent: Thursday, July 25, 2013 3:28 PM To: 'DAS_PPDB_Group at listsmart.osl.state.or.us' Subject: [DAS_PPDB_Group] End of Cost Directive To: Agency Directors, Human Resource and Payroll Offices From: Clyde Saiki Chief Human Resource Officer Department of Administrative Services The Cost Directive policy has been eliminated. The Cost Directive which was applicable to management, unclassified and unrepresented employees contained language about furloughs and closures among other cost-saving measures. Agencies may now revert to statewide human resource policy language, with the exception of the following: Special Merit pay increases for exceptional performance, outlined in State HR Policy 20.005.05 Merit Pay System, continue to be prohibited until further notice. Thank you for diligently working together to help reduce the expenditures of the state. All employees had a hand in managing the budget crisis and should be commended for their personal sacrifice. Early reports of furlough compliance have been great. We will provide more information in the near future.
