Re:                   Improving Government Payroll Services Consolidation Project

Colleagues:

State agencies have been asked to re-examine the fundamental delivery model for providing critical services to Oregonians. In this effort, The Enterprise Leadership Team and its Improving Government Steering Team stand up and resource statewide projects designed to find ways to modernize, streamline, and improve administrative functions to improve efficiency and accuracy at a lower cost.

A recent comprehensive study of a variety of state procedures and programs found there are significant opportunities for improvement in the state's payroll services. For example, Oregon's cost per employee served is high compared to other states and similar organizations, and our processes are heavily manual. We have an opportunity to eliminate unnecessary, duplicated efforts at the enterprise level and leverage existing solutions.

The Payroll Services Consolidation Project is a newly approved Improving Government project, with the goal to improve the accuracy and efficiency of payroll and payroll-related services for State of Oregon employees.  Specifically, the project is looking at how to improve transaction processing, reduce error rates, and increase overall customer satisfaction by the sharing of best practices and aligning business processes in shared service environments.

We are now starting the initiation phase of this project, where we will begin by researching best practices for implementation. An initial pilot group will be identified spring 2014; a second shared services group will be identified in July 2014. Additional shared services groups may be identified in the future. Implementation of these shared services arrangements will lead to more efficient, customer-service oriented processes.

Your involvement is critical to the success of the Payroll Services Consolidation Project. By aligning payroll business processes to best practices and business needs, we will create more efficient payroll services. You know the work, and the challenges of the existing processes and systems.
