P032 - Display screen for job segments (This coincides with the P031 screen which is used by OSPS staff.) P090 - YTD Wages, Taxes and Retirement P160 - Name Locator The P009 is now available for agencies to scrub their own PINs. Please have your payroll manager send in requests to the OSPS Help Desk. Your payroll manager needs to include the following in their request: Please grant the following people "Update" authority to the P009 screen. (If you do not say please, then it may not happen!) The message refers to OSPS Direct Deposit form and a change that adds an option for travel reimbursement from SFMA. ________________________________ Employee Travel Reimbursements Form OSPS.99.25 (http://www.oregon.gov/DAS/EGS/FBS/OSPS/docs/form/OSPS.99.25.pdf) has been updated to include a check box that an employee can select if they choose to receive travel reimbursements as direct deposit through the ACH process in the Statewide Financial Management Application (SFMA). If an employee elects to receive travel reimbursements through SFMA, a copy of this form should be sent to the ACH Coordinator in SFMA. Be aware that employees must be added to SFMA before their direct deposit information can be added to SFMA. If your agency uses a cloned version of this form, please update your form to include the check box for TRAVEL REIMBURSEMENTS. One is a PDF and the other can be imported into excel and says 'Agency spreadsheet' at the end of it. This report can be separated out by using the 'Text to Columns' feature under the 'Data' tab in excel, office 2013. The difference between the two reports is the spreadsheet includes 'RDC and 'Crew' information pulled from the P030 screen. On August 28, 2003, the Oregon Public Service Retirement Plan (OPSRP) became part of Oregon State law and was effective for employees hired into a PERS covered position on or after 8/29/2003. Since August 2003, the State of Oregon has set the retirement start date for new employees (first time OPSRP members) consistent with PERS Tier 1/Tier 2 employee's retirement start dates in the payroll system. A recent review of the statute on when contributions are due after establishing membership revealed the difference between PERS Tier 1/Tier 2 and OPSRP members. PERS' interpretation will affect how the state sets up retirement start dates for OPSRP employees in the payroll system. * OPSRP members (ORS 238A.100(1)) ...becomes a member of the pension program on the first day of the month after the employee completes six full calendar months of employment. Previous Practice: The state did not pay contributions on any wages earned during an employee's waiting period. If an employee started working on 01/01/2014, their contribution start date would be 7/1/2014 (6 full months). However, because any wages earned through 6/30/2014 would be in their waiting period, contributions would not start until 8/1/2014 (pay period end 7/31/2014). The Change: For new OPSRP members looking at the same scenario as above, contributions will actually start on 7/1/2014 (pay period end 6/30/2014), a month earlier than our past practice. The guidance from PERS states that employee contributions are based on a member's salary and are due when the salary is paid. In a month like May 2014, the pay period end date was 5/31/2014, but the pay date was 5/30/2014, not 6/1/2014 (because the 1st fell on the weekend). No contributions would be paid on this pay date. May 30, 2014 is before the contribution start date of 6/1/2014. Because we have a monthly payroll cycle with run 2 being a corrective run, no contributions are due on run 2 wages paid in June 2014. Each month needs to be taken into consideration when determining the contribution start date, what wages will be subject and will always be determined by run 1 pay date. New Guide: Please stop using the "PERS Contribution Start Date Worksheet" for OPSRP members immediately. We have created a new guide available on our web site called the "PERS Contribution Start Date Guide for OPSRP Employees". This guide will be updated annually due to the inconsistency of pay dates. DAS Centralized PERS Services Responsibility 1. DAS will identify all employees with incorrect eligibility dates for 2014, correct the wage and contribution information on the PERS system and notify each agency with the employees that need P060 adjustments. 2. DAS will correct these employees during the next five months to allow for timely payment of contributions to PERS. Agencies' Responsibility 1. Agencies will use the notification from DAS to process P060 adjustments on OSPA for employees with a hire date of June 4, 2013 - January 2, 2014 that DAS has identified as needing correction to their first PERS contribution. Please process these corrections by the close of the 2014 OSPA Tax Year. 2. Agencies should track employees with P060 adjustments to prevent duplicate contributions in the event that agencies make adjustments prior to the DAS notification. 3. Agencies should correct any employees hired January 3, 2014 to present to facilitate appropriate contributions for these employees using the guide at: http://www.oregon.gov/DAS/EGS/FBS/CPERS/Pages/dates.aspx. This is a reminder from the first communication. 4. Agencies should code new employees according to the guide referenced above. This is a reminder from the first communication.
