Good morning,

We are forwarding the following memo on behalf of DAS / CHRO:


TO:                   Agency Directors, Human Resource and Payroll Offices

The Cost Directive was eliminated on July 25, 2013, except for the freeze on special merit increases.  Effective immediately, the freeze on special merit increases is lifted and agencies may revert back to the policy language outlined in State HR Policy 20.005.05<http://www.oregon.gov/DAS/CHRO/docs/advice/p2000505.pdf>(2)(c) Merit Pay System with one exception.

The policy is being revised and will include a requirement to report any Special Merit Increases granted to the Chief Human Resource Office. The policy will provide additional guidance on the timing of the report. Until the policy is finalized, please notify me in writing of any Special Merit Increases granted. Unless they exceed one-step, they do not require an exception.
